Program Manager

Church World Service (CWS) is a global humanitarian relief and development agency headquartered in New York. CWS works with partners regardless of their religion, race, ethnicity, age or gender to eradicate hunger and poverty and to promote peace and justice around the world.

In 2020 CWS marks 66 years of cooperation and partnership with the people of Vietnam; it is a relationship that has involved sequential governments and has remained strong and productive at the grassroots. CWS is currently working with partners at provincial, district and commune levels on projects to mobilize community engagement and their participation for safe, quality household and community access to water, improved hygiene and sanitation, reducing risks of natural disasters and emergency relief (www.cws-asia.org). Projects are concentrated in Thai Nguyen, Tuyen Quang and Lai Chau provinces.

The CWS office in Vietnam is seeking a dynamic Vietnamese individual to fill the position of Program Manager for a long-term employment.

Qualifications and experience required:

  • Bachelor / Master’s degree in social science, development studies, management, or related fields
  • A minimum of ten years’ management experience in relief, development or disaster risk reduction
  • Experience and knowledge of effective financial and budgetary control and securing and managing grants
  • Solid project management skills, including M&E knowledge and demonstrable info-data management skills
  • Experience in one or more of these programming sectors is essential: water-sanitation-hygiene (WASH), child safeguarding/protection, disaster risk reduction (DRR) and/or disaster management
  • Politically and culturally sensitive to Vietnam’s ethnic minorities with qualities of patience and tact
  • Excellent interpersonal, communication and presentation skills
  • Strong written and spoken English

THE ROLE

The Program Manager manages projects and program staff and partners, and provides strategic direction to the country program in collaboration with the Country Representative. The Manager will effectively and efficiently coordinate program operations (processes and activities) so that all work is done on a timely basis and according to CWS goals and strategy, donor requirements and within the allocated budget.

RESPONSIBILITIES AND TASKS

The Program Manager oversees implementation of projects, including but not limited to:

1. Project Implementation

  • Work with the program team to develop project activity plans for Country Representative approval
  • Oversee the implementation of project activities
  • Support and advise project staff for planning, implementation, trouble-shooting, etc.
  • Identify and mitigate risks to the projects; that is, help find solutions to problems and address challenges encountered
  • Represent CWS / projects in meetings/forums with government officials, donors and other stakeholders in coordination with Country Representative

2. Monitoring and Evaluation

  • In consultation with Country Representative and together with program team members develop / strengthen program Planning, Monitoring, Evaluation, Accountability and Learning (PMEAL)
  • Specifically, review and validate M&E tools and ensure they are properly used to collect relevant information and data to verify project results/impact, i.e., oversee databases and checklists for accuracy and veracity
  • Regularly visit the field with program officers to monitor activities with field-based project officers

3. Documentation and Report Writing

  • Write and/or review reports and stories
  • Collaborate with the Country Representative for project (re)design in order to draft funding proposals and budgets in line with donor requirements and timelines
  • Collaborate with program officers and the Country Representative to write project documents (descriptions, funding proposals, etc.) and to create project / program presentation materials
  • Research new funding opportunities and help the Country Representative design new projects and draft funding proposals for them

4. Staff Management and Development

  • Line manage, support and appraise 2 program officers and the DRR officer
  • Help staff identify professional development needs and interests, and help them find education and training opportunities to address them in line with individual professional development plans

5. Others

  • Do other tasks related to project implementation / program development as requested by the Country Representative
