Program Coordinator Land Governance

PROGRAM COORDINATOR LAND GOVERNANCE - VIETNAM

The Role:     The Program Coordinator (PC) is an integral member of the Oxfam America East Asia Regional Office (EARO) providing program oversight and team management for the Land Governance Program in Vietnam. The PC leads a multi-affiliate Land Governance Program Team that delivers the Land Governance Program including: strategic planning and program design; implementation; advocacy and representation; organizational and human resource development; financial management; monitoring and evaluation; and learning and knowledge management.

KEY RESPONSIBILITIES

Working to her/his own agreed annual performance objectives and personal development plan the PC shall provide:

Leadership for the Land Governance program, leading the multi-affiliate Land Governance program Team in developing and delivering agreed strategies and plans.
•    Leading the LGPT, in developing conceptual frameworks, setting priorities, preparing operational plans and ensuring effective ways of working both within the team and with other Oxfam teams.
•    Coordinating the design, strategy, delivery and evaluation of the program, including work in pilot areas as well as related advocacy work at national level.

Program management and implementation
•    Lead on the development and implementation of a coherent multi-year program strategy and plans, in line with agreed Oxfam Strategies at national, regional and global levels.
•    Guide the LGP team to achieve the long-term targets as well as short-term outputs. Guide program staff to develop and manage their program work, including ensuring effective inputs from other program staff and consultants and effective partner relationships.
•    Ensure program development and implementation is in line with Oxfam Program Standards, One Program Approach and Oxfam policies.
•    Oversee the implementation of work plans and manage all resources required to deliver the program (incl. people, assets and finances).
•    Oversee and manage the partnership relationship with partners and key stakeholders involved in the program.
•    Guide the program and finance staff to ensure that all program plans and documents are effectively prepared, implemented and reported to the satisfaction of the Oxfam Affiliates and external donors

Networking, Advocacy and Representation
•    Undertake advocacy and policy influencing initiatives to promote replication/scale up and/or policy and practice changes.
•    Network actively with government, development and donor agencies at local and national level to optimize resource development for joint initiatives and advocacy.
•    Develop and maintain a comprehensive network of external stakeholders relevant to the targeted Policy, Practice, Leverage, Attitude and Belief changes. 
•    Contribute to effective communication about Oxfam’s program with stakeholders both within and outside Oxfam.
•    When required by the Associate Country Director, act as Oxfam’s representative at local, national and international levels.

Monitoring, Evaluation & Learning
•    Develop and oversee the implementation of a M&E framework for the program
•    Lead and manage learning and sharing on key issues for advocacy, adoption and/or replication of best practices.
•    Oversee and undertake regular monitoring visits and dialogues with partners, including an annual reflection workshop to promote learning of the program implementation from both Oxfam and partners.
•    Lead processes, such as the Annual Reflections and program evaluations, to ensure that learning is captured regularly and used to improve the program.
•    Ensure program results are documented regularly and are of sufficient quality for the intended audience.

People management
•    Where the post assumes line management; ensure the proper recruitment, induction and performance management of team members, including performance planning, supervision, mentoring, periodic appraisal and staff development.
•    Ensure program staff develop annual work plans and support the staff to achieve the work plan through regular monitoring and mentoring.

Oxfam general
•    Be a member of Oxfam’s team; participating in appropriate staff meetings, planning sessions and on-going liaising as needed.
•    Ensure implementation of Oxfam’s operational policies, procedures and guidelines in all aspects of Oxfam’s work.
•    Help various Oxfam staff in Vietnam and head office to produce materials for fundraising and public communication.
•    Participate in all professional staff activities such as regular team meetings, One Oxfam events, staff retreats, Strategic Plan reviews, etc.

SKILLS AND COMPETENCE

Job Specific Competencies
•    7 years (or above) working experience in development sector and a Master/University qualifications and/or clearly demonstrated expertise in a relevant area
•    Understanding of the Vietnamese rural policy context
•    Experience of campaigning, including lobbying and more public facing approaches
•    Proven experience of media work, including press and TV interviews
•    Management, including matrix management experience in leading the development, and ensuring the delivery of, program strategy, either through partners or directly, in one or more challenging locations
•    Experience of developing and managing complex projects and budgets associated with donor and partner contracts
•    Experience of managing donor and partner relationships within a development, advocacy or humanitarian context
•    Ability to manage the development of, and contribute to, the analysis of factors driving poverty, marginalization and vulnerability in developing country contexts, including the ability to ‘think politically’ by understanding motivations, pressures and challenges faced by colleagues, partners and other actors
•    Knowledge and experience of fundraising including the identification of new fundraising opportunities and partnerships to support programme implementation
•    Understanding of managing security, health and safety and risk.
•    Specialist Humanitarian/Development or Advocacy experience as required by the Implementing Affiliate’s program strategy
•    Excellent written and verbal communication skills to motivate, influence, and negotiate.
