SCOPE OF WORK

Project Background:

The USAID Trade Facilitation Program (TFP) is five-year project that aims to support Vietnam to adopt and implement a risk management approach to customs, which will facilitate the implementation of the World Trade Organization’s Trade Facilitation Agreement (TFA), of which both Vietnam and the United States (U.S.) are members. The Program will work with The General Department of Vietnam Customs (GDVC) to ensure simplification, harmonization, professionalization, and adoption and implementation of risk management approaches at the national and provincial levels to expedite cross-border trade and to enable Vietnam to implement WTO TFA commitments. The Program will work with the GDVC, private sector and other Government of Vietnam (GVN) agencies to simplify policies and across GVN units, foster stronger linkages between national and provincial levels, and improve coordination and implementation at the provincial level.

Overview

As the Program continues to extend its TA activities in the 6 selected provinces, it has opened a permanent office in HCMC and has been recruiting local technical staff to implement its activities in all provinces. With the ever-increased TFP activities implementation in the South (namely HCMC, Dong Nai and other neighboring provinces), the Program at the moment needs an intern based at the office as the Program Assistant to provide support to local technical team based there and from Hanoi to fulfill their assignments. Upon the actual need in 2021, the Program will later consider recruiting a junior officer in HCMC.

Responsibilities and Tasks

  • Support and facilitate the technical activities implementation in HCMC, Dong Nai and other Southern Provinces as required by the Provincial team of the TFP
  • Support the smooth operation of HCMC Office
  • Conduct communication tasks as required by the Technical team to ensure good responsiveness of the Program to its counterparts in HCMC, Dong Nai and other Southern Provinces
  • Promptly update and provide information of the activity’s implementation to the responsible technical staff for proper action if necessary
  • Take minutes of meetings as requested
  • Draft reports following the Program templates
  • Carry out other back office tasks as assigned by the technical team
  • Conduct specific researches as requested by the technical team.

Deliverables

  • Weekly bullet or short report on Program’s activities in HCMC;
  • Minutes of meetings participated with the Program’s members;

Qualifications

  • University Graduated in foreign trade, economics, business administration or other related fields
  • Strong interest in trade policy and/ or trade facilitation issues
  • Computer literacy and ability to use efficiently the basic Microsoft Office© software (World, Excel, Power Point) and communications tools (internet, email)
  • Good knowledge of English and Vietnamese, written and spoken
  • High self-motivation, interpersonal communication skills and an ability to work independently
  • Open mind and keen to learn and work in a dynamic and intercultural environment
  • Strong interest in international development cooperation

Reporting

The intern will report to the Team Lead of the TFP Provincial Team or his/ her designee.
