Program Assistant in Nghe An

East Meets West (EMW) is an international NGO headquartered in the United States and has offices in Southeast Asia. For three decades, East Meets West’s programs have benefited underserved populations in Asia. Our mission is to improve the health and well-being of underserved communities in Asia through evidence-based programs and technologies in the areas of water, sanitation and hygiene (WASH); and education.

Currently, EMW is partnering the Vietnamese government to implement the WASH Programs with support from Australia Department of Foreign Affairs and Trade (DFAT). In order to implement and supervise WOBA (Water – Women Led Output-based Aid) project in Nghe An, EMW is looking for Vietnamese competent candidates to fill the following vacancy:

 

  1. PROGRAM ASSISTANT (BASED IN NGHE AN)

Job summary:

  • The incumbent will implement and supervise WOBA project activities of sanitation component in Nghe An province (sanitation component) based on the approved WOBA objectives and plan to make sure to achieve the designed goals and progress of the WOBA project.
  • The incumbent will provide reports directly to his/her supervisor, Program Officer in Nghe An, and ask for advice/support if needed.

Tasks and Responsibilities:

1. Program implementation and supervision:

  • Support Program Officer (PO) in Nghe An to work with Provincial Women’s Union (PWU), Center for Disease Control and related local partners to implement the project activities, ensure to keep the project progress and achieve effectively the designed objectives.
  • Provide technical support, implement and supervise the project activities at province in accordance with Program Officer’s direction/ guidance and master plan of WOBA project. Attend and supervise the trainings and give feedback to the local partners accordingly to order to build mobilizers and WU members capacity.

2.  Program monitoring and evaluation:

  • Verify the commune information lists prepared by Commune People’s Committee and sent by PWU including household economy situation, latrine status…
  • Verify and certify hygienic latrine construction on quantities and technical standards, and target beneficiaries to meet the project requirements. Then, certify the number of completed latrines for payment to PWU and submit to PO for review.
  • Supervise randomly the reimbursement from PWU to different beneficiary groups as volunteers, commune project management board, and target households (GESI, poor and nearly poor HHs).

3.  Reporting:

  • Report directly to Program Officer regarding the program’s activities, progress, results and performance on monthly/ quarterly/ annual basis; and provide feedback/recommendations or any concerns to PO for further processing/support if needed.
  • Collect and file all project documents of the assigned province as project requirements.

4.  Others:

  • Suport PO to verify new connection households and other tasks when required.
  • Abide by all regulations of EMW, the program and the Laws.

Work Conditions:

  • The primary work location will be in Nghe An with regular travel to the field locations. Travel by motorbike or public transportation and overnight stays in the site will be required. 
  • Be provided the necessary equipment to work
  • Willing to work overtime and weekends for special programs and events
  • Professional working environment, opportunities to improve learning and skills to better serve the project implementation.

Qualifications

  • BA or College degree, preferably sanitation and environment, Social work.
  • One year of relevant professional experience, preferably working with community development projects.
  • Good computer skills in Microsoft, Email and Internet.
  • Good presentation and writing report skills
  • Able to work under high pressure and independently

Salary and benefits will be determined based on experience and qualifications
