Professional Firm for Payroll Service

TERM OF REFERENCE

I. General Background

The Asia Foundation is a non-profit international development organization committed to improving lives across a dynamic and developing Asia. The Asia Foundation has maintained an office in Hanoi since 2000 and is recognized in Vietnam for its analytical strength, innovative programming and for its ability to collaborate with and build alliances between partners in government, the private sector and civil society. The Asia Foundation is looking for a qualified professional firm to provide the following professional services to The Asia Foundation from April 1, 2020 to March 31, 2021:

• Payroll, Personal Income Tax Calculations and Declarations for local employees and freelance consultants, including statutory procedures for new local employees and departed/resigned local employees.
• Social Insurance, Health Insurance, Unemployment Insurance, Trade Union computation for local employees, including statutory procedures for new local employees and departed/resigned local employees.
• Year-end Payroll and Personal Income Tax Calculations/Finalization for local employees for 2020.
• Registration for the Personal Income Tax exemption for foreign employees in Vietnam (if required).
• Legal advisory services for updating the laws and regulations in Vietnam on The Asia Foundation’s operations in Vietnam.

II. Bidding Process

Interested firm(s) should submit the proposal and related documents in English with the following details/requirements:

• A brief proposed methodologies, time frame (if applicable) of deliverables, etc. for professional services;
• The short CVs for the key personnel involved; and
• Proposed fees in VND, and invoicing and payment method for professional services.

Note that The Asia Foundation may ask for examples of previous work after reviewing the proposal and related documents.
