Project Objective

SI is implementing the USAID Learns Contract. The scope of the five-year project is to support USAID/Vietnam staff and its implementing partners to implement more efficient, effective, and sustainable programs by (1) improving staff knowledge and skills in Monitoring, Evaluation & Learning (MEL) and Collaborating, Learning & Adapting (CLA); (2) advancing evidence-informed decision-making; (3) strengthening strategic collaboration between staff and local stakeholders.  

Position Description

SI is seeking a full-time Procurement and Human Resources (HR) Assistant, who will provide procurement, logistics, and HR support for USAID Learns. This position is full-time, based in Hanoi, Vietnam, and reports to the Procurement and Logistics Manager.

Responsibilities  

With the support and guidance of the Operations Team, the Procurement and Human Resources (HR) Assistant will be expected to carry out the responsibilities as below:

Procurement and Logistics (70%)

Under the direct guidance of the Procurement and Logistics Manager, the Assistant will:

  • Implement procurement activities on the Learns project, follow-up on procurement in compliance with USAID and SI policies and regulations
  • Ensure operation of equipment by completing maintenance requirements; calling for repairs; maintaining equipment inventories
  • Support logistics activities including venue set up, equipment, travel, accommodation, translation, catering, etc.
  • Provide administrative assistance including tracking inventory and Learns meeting room request
  • Support accountant to follow up with related individuals and suppliers on obtaining supporting documents for payment
  • Undertake other tasks, as might apply.

Human Resources and Recruitment (30%)

Under the direct guidance of the HR Specialist, the Assistant will:

  • Support in performing full-cycle recruitment, including:
    • Posting job advertisements for appropriate job boards and newspapers
    • Sourcing qualified candidates through various means; networking with partners to increase SI’s pool of candidates
    • Screening for candidate skills, background, and quality
    • Setting up interviews for qualified candidates with other project staff members and participating in the interview when necessary.
    • Gathering and organizing candidate documents: references, CVs, letters of commitment, conflict of interest forms, and education verification documents
    • Conducting verification of candidate references, drafting selection memo and Consulting Agreement
    • Ensuring the SI recruitment tracker, database, and Taleo, are kept up to date
  • Help optimize multi-channel recruitment strategies to reach more potential candidates
  • Manage Trade Union documents and reports with Vietnam General Confederation of Labour.
  • Act as a focal point to organize Learns’ internal events and bonding activities.
  • Undertake other tasks as might apply.

Qualifications

  • Bachelor’s Degree in social sciences, business administration, business management, or in relevant fields.
  • Demonstrated experience with human resources/ procurement/ administrative procedures
  • Proficiency in Microsoft Office applications, particularly Word, Excel, and PowerPoint.
  • Strong digital skills, including with the visualization, design and consolidation of information, preferred
  • Ability to pay close attention to details and handle multiple tasks.
  • Ability to exercise good judgment and communicate effectively, orally, and in writing.
  • Critical thinking mindset, proven capacity to take initiative, and willingness to learn new skills
  • Very strong verbal and written English, required.
  • Experience working with USAID-funded projects required.
