Pro Poor Sustainable Tourism Consultant

1. Background

Through the European Commission (EC) funded programme, Developing Technical and Vocational Education and Training (TVET) Methodologies and Services for the Informal Economy, SNV is implementing the programme High Impact Tourism Training for Jobs & Income (HITT).

The HITT programme, aims to contribute to sustainable, scalable, pro-poor economic growth in 4 Sub-Saharan countries (Benin, Mali, Ghana and Mozambique) and 3 countries in Asia (Cambodia, Vietnam and Vietnam) through the development and implementation of an integrated, market-driven tourism TVET system targeting the informal economy. More specifically, the HITT programme aims to expand access for disadvantaged groups (in particular women, youth, unskilled and semi-skilled) to practical and market-oriented vocational training and facilitate direct links with the tourism industry to maximise opportunities for production, income and employment for participants.

SNV Vietnam is responsible for managing the programme component for Vietnam. To carry out the programme activities, SNV Vietnam is working in partnership with the Vocational Facilitation and Consultancy Center for Underprivileged Youth (REACH), a Vietnamese NGO that provides vocational training and job placement service for underprivileged youth.

SNV Vietnam recruited Lisa Gordon-Davis as an Innovative Curriculum Development Expert to stimulate quality improvement and innovations in the development and revisions of curricula for training supported by this Programme in Vietnam.

With this Terms of Reference, SNV will commission a national consultant to work part-time in the HITT team to deliver tourism project support during the implementation phase of the project..

2. Objectives of the consultancy

The objectives of the national consultant is to support the HITT Country Program Leader to implement the HITT programme within chosen occupations and geographic areas.

3. Tasks of the national consultant

The consultant will provide advisory inputs for training delivery and programme implementation in Hanoi, Central and North West regions, including the following activities.

- Liaison with service providers and local government authorities in the programme implementation and delivery of training
- Liaison with programme partners such as REACH, ESRT, ILO, Caritas and others that may join the programme
- Quality assurance of training of HITT programmes
- Contribute to management of the Monitoring and Evaluation system and reporting of the HITT Programme
- Contribute to programme reporting in quarterly and final project reports
- Budget tracking and control of HITT implementation budgets and overall budget
- Planning, support and attendance of HITT Round Table Meetings
- Other work related work assignments as may arise

In addition to this, during the assignment period the consultant will be invited to participate in other important assignments and events that required by SNV-VN.

4. Reporting:

The national consultant will report to the HITT Vietnam Country Programme Leader.

5. Requirements for the consultant:

- Vietnamese citizen
- University degree in hospitality and tourism, business administration or social development fields
- At least five years of relevant working experience in tourism or development sectors, preferably with tourist private sector on product development, destination management
- Good command of English;
- Good computer skills in MS-applications (Word, Excel, Internet, Email)

6. Duration of assignment: 

This consultancy service from national consultant will be part time and last for 7 months year, starting from: 1 July  2013 until 31 January 2014. During this period, the consultant is required to work in SNV office in Hanoi with frequent travel to above mentioned provinces in NW and NC for business purpose.

7.Consultancy fee:

Daily rate for consultancy service will be discussed and agreed between SNV and consultant. SNV will also cover travel costs and daily subsistence allowance for consultant when he/she goes on business trip outside resided office.
