In 2013, the GIZ Energy Support Programme (ESP) was established, and energy was set as a priority area of cooperation between the two governments. The government aims to increase the share of renewable energy capacity (excluding hydropower) in the power mix to 59% and achieve the Net-zero target by 2050. To support Vietnamese Government in achieving these targets, the ESP is working in various action areas and topic to develop renewable energy market as well as sustainable energy transition.

The main commissioning party of the ESP is the German Federal Ministry for Economic Cooperation and Development (BMZ). A number of projects are currently ongoing:

  • Commercial and Industrial Rooftop Solar (CIRTS): 2021 - 2025
  • Clean, Affordable and Secure Energy for Southeast Asia (CASE): 2020 – 2024
  • Solar-Aquaculture Habitats as Resource-Efficient and Integrated Multilayer Production Systems (SHRIMPS): 2019 - 2023
  • Renewable Energy and Energy Efficiency (4E): 2015 -2023
  • Climate Protection through Sustainable Bioenergy Markets in Viet Nam (BEM): 2019 - 2023
  • Project Development Programme (PDP): 2015-2023

To better disseminate the Programme’s activities and projects’ impacts, the GIZ/ESP is looking for a local qualified candidate to fill the following position:

PR & Communications Officer
Duty station: Ha Noi
Duration: 01. March 2023 - 31. December 2025

Main responsibilities:

  • Concept development for project activities: development of annual work plans in cooperation with the technical team
  • Project management and coordination of project activities
  • Development of professional communication materials for the dissemination of project activities and positive impacts in various formats; these can include “conventional” formats such as fact files, reports etc., and the new, innovative formats on a regular basis
  • Preparation of press releases and event press packs in English and Vietnamese; distribute press materials in accordance with relevant target audiences, as well as provide regular press information
  • Recruitment and management of related service providers such as video production, designing services, printing companies, exhibitions, social media campaigns etc.
  • Establishment/maintenance of a professional media network for dissemination of project results and activities; this will include proactive establishments of direct links to media actors such as news agencies and independent journalists
  • Coordinate with partners, especially political partner to advocate for renewable energy, energy transition and energy efficiency agenda and for organization of communications activities
  • Public relations
  • Other duties and tasks at the request of management

Minimum requirements:

  • Minimum of a bachelor’s degree in public relations /Communications or related field
  • At least 5-7 years of relevant professional working experience, working PR & communications either in a communications department of a company or in communications agency
  • Excellent writing style both in Vietnamese and English, especially writing impact stories for projects and communication materials
  • Excellent communication skills
  • Professional experience in the use of social media (Facebook, LinkedIn, Twitter...)
  • Experienced working with high-level government partners
  • Existing active network in Vietnamese media and good understanding of the Vietnamese press context
  • Wide network with communications suppliers
  • High degree of flexibility and dynamic work ethic
  • Autonomy / Self-Management
  • Results-oriented
  • Team spirit, while at the same time possessing the necessary assertiveness to produce good results
  • Willingness to travel on short trips, at least within Viet Nam
  • Language skills: Vietnamese as a mother tongue; fluency in English (minimum of 600 points in TOEFL or equivalent)
  • Excellent command of MS-Office and professional communications software
