Background/ General description:

As a governmental policy bank, the Export-Import Bank of Korea (KEXIM) is entrusted with the task of managing the Economic Development and Cooperation Fund (EDCF), the function of which is to provide Official Development Assistance (ODA) from the Korean government to many developing countries, including Vietnam.

In consideration of the potentials of economic development, the Korean government has selected Vietnam as one of the top-priority countries in EDCF's operation. Hanoi Representative Office of KEXIM was established in 2011, aiming to support and assist the socio-economic development projects in Vietnam. Our main activities include: (1) identifying and formulating new projects; (2) monitoring on-going projects; and (3) establishing professional network with state agencies and other development partners in Vietnam.

Duties and Accountabilities:

KEXIM Hanoi Office is seeking a highly motivated Portfolio Programming Officer to work under the supervision of Chief Representative and other Representatives in coordinating ODA projects funded by the Korean government. The responsibilities will include, but not limited to, the followings:

  • Follow up on project implementation progress, providing assistance to complete project procedures and to solve problems arising during their implementation;
  • Support the team in the preparation, appraisal and negotiation of potential projects by providing professional translation at conference, workshops and meetings from Vietnamese to English and vice versa;
  • Assist the Chief Representative and other Representatives to sustain effective relationships with high-level Vietnamese government officials, line ministries, project management units as well as international development partners;
  • Lead the preparation of documents and internal and external correspondence for the headquarter, development partners, and external audiences by providing professional translation of documents from Vietnamese to English and vice versa;
  • Provide continuous case-by-case support and administrative work for the office at the request of the Chief Representative and other Representatives.

Selection Criteria:

  • A Bachelor's degree in Trade, Economics, Business Administration, Foreign Language, International Relations or relevant fields (GPA>7.5); a post graduate qualification in the field or similar discipline will be an added advantage;
  • Relevant experience in ODA development sectors more than 1 year will be an added advantage;
  • Advanced proficiency in MS office tools and strong capacities to communicate via email;
  • A high degree of self-motivation, positive attitude and drive;
  • Capacity to work simultaneously on a variety of issues and tasks, independently adjusting to priorities and achieving results with agreed objectives and deadline;
  • Strong interpersonal skills and ability to build effective working relations with external partners and colleagues;
  • Ability to articulate ideas verbally and in writing in a clear and compelling way across audiences of varied levels;
  • Effective verbal and written communication skills in English is required.
