Rule of Law Initiative (ABA ROLI) with Payments to ABA ROLI Vendors in Vietnam

Description:

ABA ROLI is seeking proposals from Operations Services Providers based in Vietnam to manage aspects of ABA ROLI’s operations in Vietnam by ensuring timely payments to ABA ROLI’s vendors and other business-related expenses such as independent contractors, office rent, utilities, etc. Proposals should demonstrate legitimacy with respect to operational services in Vietnam, as well as the capacity to effect timely payments to vendors and other business-related expenses on behalf of ABA ROLI.

Proposals will be considered from qualified and experienced firms who are regularly established in the business of providing operational solutions, and who in the judgement of ABA ROLI are financially responsible. Successful proposals will show evidence of reliability, capability, experience, and knowledgeable personnel to perform the requested services.

Scope of Work:

Services to be performed, but are not limited to, include the following:

• To effect payments to vendors on behalf of the ABA ROLI upon approval by ABA ROLI’s Finance and Operations Manager and Program Team. Such payments may include, but are not limited to, the following:
• Office rent
• Office utilities
• Office procurement for high value equipment and contingent payment
• Service contracts with individual vendors such as translators, consultants, chairperson, coordinator and resource persons, etc., as per ABA ROLI procurement procedures for field office procurements
• PIT withhold and payments for consultants
• Participants related cost (ground transport, M&IE, printing, supplies)
• Advance and Payment/Bank transfer process
• To keep record of monthly payments to ABA ROLI vendors and provide evidence of such payments to ABA ROLI’s Finance and Operations Manager in Vietnam

Response Format:

Responses should be concise and address the needs (as noted above) of ABA ROLI.  Responding vendors should concisely but completely describe the scope of services they feel are appropriate to ABA ROLI’s needs.  Please indicate the person who will be the primary point of contact with ABA ROLI for any follow up.

Three separate documents must be submitted, as follows:

• A services proposal, presenting vendor’s services tailored to the needs of ABA ROLI,
• A business proposal, clearly presenting vendor’s fees related to the performance outlined in the services proposal, and
• A brochure, outlining the payment process as well as a description of the technology platform to process payments

Criteria for Selection:

The following criteria will be used, in no particular order, in evaluating each proposal:

• Overall cost to ABA ROLI – Pricing will be reviewed based on reasonableness for services being provided, competitive market rates, and fee structure.
• Payment Process – clearly defined process that ensures ABA ROLI’s vendors will be paid accurately, consistently, and on time.
• Technology Platform – an easy-to-use platform that allows ABA ROLI to securely access confidential information of its vendors.
• Proposed Service approach
• Responsiveness

Proposals must be submitted Electronically to [email protected] no later than September 30, 2022, midnight U.S. Eastern Time.  Late proposals will not be considered for review.
