Operations Manager

The Health Policy Initiative (HPI) Vietnam aims to facilitate a consistent, enabling legal and policy environment in the country; establish and implement best practice- and evidence-based programs for HIV/AIDS prevention, treatment, and impact mitigation; and promote the recognition of civil society organizations and their full participation in policy development and program implementation.  Reporting to the Chief of Party, the Operations Manager will plan, organize and manage all operational and administrative and financial support for HPI activities, including budget preparation and monitoring, financial management and reporting, procurement, human resources management, and office operations.

Major key responsibilities:
- Ensuring the operations of HPI office is in compliance with USAID’s and Abt’s policies and requirements.
- Supervise and manage the HPI Project operational support administrative and financial staff.
- Provide operational guidance to HPI’s employees and consultants.
- Responsible for preparing the budget, budget tracking and budget revisions.
- Monitor subcontractors’ budget performance.
- Organize and coordinate the preparation of quarterly and annual financial reports and other technical reports, and operational support to all other major project deliverables.
- Ensuring the timely submission of  monthly ROV to Head Quarter.
- Maintain and enhance the administrative and managerial systems necessary to operate a complex overseas project.
- Administer USAID and Abt systems and procedures in support of local and international purchasing and procurement, and in support of subcontracting to ensure continual and smooth operation.
- Assist the Chief of Party (COP) and Deputy COP on all human resource management activities, including (but not limited to) job descriptions, recruitment and hiring, employee performance reviews, monitoring of employee leaves, management of employee benefits, etc.
- Coordinate closely with the Abt Associates home office Project Manager and Contract Administrator to ensure compliance with USAID and Abt contractual and reporting requirements.
- Dealing with client on any issue relating to the budgets, procurements and subcontracts.

Skills Qualification Required:
- Bachelor on the finance and administration or Master decree on the relevant field, as  desirable
- At least 7 years of professional experience in  financial, administrative and human resource management required;
- Experience on management of USAID-funded development projects is required;
- Experience in working with international organizations at least for 5 years.
- Strong working relationship with the Government Institutions and have solid knowledge of the Vietnamese Law
- Leadership, supervision, good interpersonal and decision making skills are required.
- Excellent written and oral communication skills in both Vietnamese and English
