We are looking for an experienced and dynamic Vietnamese citizen/person to fill the following position: Office Manager
Reference number:
The post is a one year contract with three months probation. Possibility of contract extension according to funding.
A full time position based in Hanoi with regular field trips to various provinces. 
The Role: The Office Manager will be responsible to work closely with project officers, supervise administrative and support staff team and is responsible organizing and coordinating office operations and procedures in order to ensure organizational effectiveness and efficiency.
Report to: Oxfam-Québec Regional Representative South-East Asia 

KEY RESPONSIBILITIES

- Office Management, logistic and Human Resource Management
- Support Management to maintain high standards of financial and administrative in Projects and in Office management;
- Supervise general office management (prepare, follow up and file properly all the documents related to the various contracts);
- Supervise the management of office equipment, ensuring that the procedures are respected;
- Manage all the authorisations, visas and work permit needed for the national and international staff;
- Assist the Representative and advise on HRM matters;
- Follow up the new national labour regulations;
- To know, explain and enforce the various OQC staff management procedures (recruitment, leaves, warning, resignation…);
- Manage staff support team (Admin assistant, interns, cook/cleaners);
- Programme Management and Representation
- Ensure the reporting and planning are properly achieved respecting programme guidance, MEL framework and timeline;
- Support project officers to facilitate and liaise with the partners and the local authorities during all these steps if needed;
- Support Regional Representative for annual reporting and planning;
- Collaborate to partner’s evaluation with Project Officers and International Advisors;
- Support the development of new project proposals;
- Translate (or supervise the translation of) the projects’ related incoming and outgoing documents from English to Vietnamese or from Vietnamese to English;
- Insure interpretation in meetings or during field visits when needed;
- Represent OQC during official meetings during the Representative’s absence;
- Maintain a good relationship with partners and the local authorities;
- Perform additional activities not included in their job profile required by the Representative.

SKILLS AND COMPETENCE

Job Specific Competencies
- Bachelor or master degree in related field;
- 5 years of relevant experience with NGOs dealing with poverty reduction, rural development and gender equality;
- 3 years of proven experience in project implementation working through partners with management responsabilities;
- Professional skills in oral and written English and Vietnamese;
- Ability to work with Windows Office applications and efficient use of internet;
- Experience with liaising with different range of partners, with local authorities at all levels and other NGOs;
- Good understanding of development issues and gender issues;
- Knowledge of gender mainstreaming and sensitive to ethnicity;
- Knowledge of Result Based Management and project management using MEL system.

- Gross Annual Salary Range: Depending on qualification and experience
