Deloitte Consulting LLP (“Deloitte”), implementing the USAID Improving Private Sector Competitiveness Activity (“Activity” or “IPS-C”) is looking for a qualified local professional to fill the position of Objective 4 Results Manager – Promoting B2B and Sectoral Linkages

Location: Hanoi, Vietnam

Duration: Duration of the Activity.

A.     Background:  The purpose of the USAID Improving Private Sector Competitiveness Activity (“Activity” or “IPS-C”) is to remove constraints and build the competitiveness of small and growing businesses (SGBs) in Vietnam, including those employing, owned or led by women and vulnerable populations. With this activity, USAID/Vietnam is supporting Vietnam’s competitiveness: vertically at the policy, market and firm level; and horizontally by working along the entire spectrum of enterprise growth models, from household businesses transforming into registered firms to small firms on the cusp of scaling up. The Activity is comprised of four inter-related objectives. Deloitte Consulting LLP (“Deloitte”) is implementing this Activity on behalf of USAID. The Agency for Enterprise Development of the Ministry of Planning and Investment is the Vietnam Government counterpart of IPS-C.

B.      Position Objective, Tasks and Activities  

Position Objective:  Objective 4 promotes business-to-business (B2B) relationships and industry linkages, strengthens the capacity of internal and external linkages and organizational operations for associations and business service organizations (BSOs), and communication activities supporting all project components and SGBs, including those employing, owned or led by women and vulnerable populations.

The Objective 4 Results Manager drives Objective 4 technical activities and manages the Objective 4 team to enhance technical activities that strengthen business-to-business (B2B) and cross-sectorial linkages. The team designs and delivers technical assistance that improves institutional and technical capacity of BSOs, such as business associations and public and private business development service providers so they can better respond to the needs of SGBs. Key partners in the Objective 4 activities include the PSD Committee and service organizations such as WISE, CEMA, VBPO, VYEA, VBCWE, HNEW, HAWEE, and VCCI.

Example Tasks and Activities of Objective 4 include:

  • Assist BSO to improve skills, knowledge, and outreach capacity to provide business support services to SGBs based on the SGB needs assessments.
  • Develop relationship-enhancing platforms and tools that promote business relationships between industries and groups of businesses that share similar business objectives and needs with an objective of expanding markets and enhancing competitiveness.
  • The BSOs, increase the awareness of the SGBs of best practices in business management, strategy development and execution, how to apply new technologies to business processes, and how to improve product development using innovation.
  • Engage public sector supported BSOs, such as the Vietnam Women’s Union, Vietnam Women’s Entrepreneur Association, Vietnam Women’s Entrepreneur Council and private sector supported BSOs connected in industries that have the largest contribution to GDP, the highest share of exports in the past 5 years, and key national industries, in skill and capacity building activities, with the objective of assisting these organizations to expand membership, operate the organizations more effectively, and successfully collaborate with related sectors and partners regionally and internationally.
  • Enhance cross-sectoral information exchange through new or existing platforms; in ways that assisted the BSOs in leading industries to share information, provide business development services, and provide for additional business information exchanges.
  • Provide technical assistance to MPI to establish and complete the national information system related to business development nationwide, in which the AED will act as the focal point to work with ministries, agencies and BSOs to build an application and platform that reflects information related to business support and development activities as well as exchanges B2B or business to state agencies ideas. This information system will support SGBs to better orient their product development, marketing, promotion, and investment strategies and provide stakeholders with general business information to improve supporting activities and business development.
  • Provide technical assistance to businesses with quality product to bring these products to regional and international markets through online platforms.
  • Implement an innovative communication strategy that attracts attention to the potential of using innovation and technology to expand products, services, and market penetration.
  • Develop communication mechanisms and products that communicate successful business strategies in the use of new business models, new technologies and experiences applying new management methods.
  • Assist SGBs to participate in prestigious awards, contests, fairs, and exhibitions in the region and in the world to help businesses promote their products, brands, successful business models, and new technologies, that high-quality Vietnamese brand products to world markets.
  • Together with MPI, build and implement the award "Excellent SGBs", "Excellent Business Support Organization", and so on, to highly the best of business class and recognize outstanding achievement.

C.      General Functions of the Position. The Objective 3 Results Manager shall perform the following general functions:

  • Act as a catalyst and share and encourage team members.
  • Develop and maintain collegial, productive relationships with other project colleagues, USAID, project counterparts, beneficiaries, and subcontractors, Vietnam’s private sector enterprises, non-government organizations, and the Government of Vietnam at all levels, to achieve the IPS-C’s aims.
  • Effectively liaise and collaborate regularly with other members of the IPS-C team.
  • Contribute actively to the development of the Annual Work plan, other documents, and weekly activities lists.
  • Assist the Assistant Project Director to ensure that all scheduling, budgeting, technical, and documentary attributes of the Annual Work Plan and other documents, are up to date in the Project’s electronic and hard copy files.
  • Ensure compliance with USAID regulations, the Project administrative and policy manual, and the Annual Project Work Plans.
  • Promote close collaboration with the monitoring and evaluation, data collection, gender, communication, training, and all cross-cutting Project teams.
  • Conduct all business in a manner that respects local culture and professionally represents the Project, Deloitte Consulting, USAID, and the Government of Vietnam.
  • Always maintain high ethical standards, avoiding any actual or perceived conflicts of interest. IPS-C maintains a zero-tolerance policy for corrupt practices.
  • Perform all tasks as may be assigned by the Assistant Project Director required to contribute to the achievement of Project goals and objectives.
  • Perform all other reasonable tasks requested by the Assistant Project Director or Project Director.

D.     Minimum Qualifications

  • Degree in public policy, business, governance, engineering, political science, or relevant field.
  • An inquisitive attitude and excessive drive for accomplishing important tasks.
  • At least 10 years of experience directly supporting SME growth, policy and regulatory development, and public-private dialogue related to economic growth.
  • Working knowledge of SME capacity building activities and understanding of the fundamentals of business management practices in Vietnam, as well as a firm grounding on how to promote partnership between the public and private sectors.
  • Firm understanding how BSOs work to provide services to members and the private sector in a free or fee-based structure.
  • Experience managing a team in a complex development environment.
  • Adequacy in the English and Vietnamese languages and experience in written and verbal communications in both languages.
