National Project Manager

HELVETAS Swiss Intercooperation in Vietnam is looking for a National Project Manager for a new mandate project which works to promote the conservation of biodiversity through sustainable trade of
natural ingredients that increases the livelihood benefits of rural population taking into consideration all relevant ethical BioTrade principles and criteria. The project manager will base in Hanoi with travels to provinces.

DUTIES & RESPONSIBILITIES
- Responsible for planning, implementing, monitoring, budgeting, and reporting according to the project document.
- Keep in contact and co-ordinate with involved ministries, project stakeholders, service providers and other relevant national and international institutions and organisations.
- Ensure that implementation of programme activities occur according to the agreed time schedule.
- Responsible for the budget and financial flows according to the agreements with the partners for the projects (cost-norms)
- Represent HELVETAS in all Project Management Board and liaise with the Vietnamese authorities.

SPECIFIC TASKS
- Prepare realistic Yearly Plan of Operation (YPO) and regular reports (e.g. progress operational and financial reports) and other technical reports, based on the inputs received from the project partners and according to the principles and deadlines set by the Project Document and the project Log frame.
- Day to day management of project activities
- Coordinate the project activities with the three national line agencies in MOH, MARD, MONRE and proactively facilitate the linkages with the private sector, the farmer organizations, the provinces and the other partner organizations
- Propose measures to increase the efficiency and effectiveness of the project, both at the central and community levels
- Assists the STA in the execution of responsibilities related to technical assistance, coordination of international partners and consultants
- Keep the STA and the project actors regularly informed about current policies, decisions and relevant issues from MOH, MARD and MONRE or other concerned ministries and agencies
- In charge for the relationships with the BIOTRADE partners at national and international level.
- In collaboration with the STA and HELVETAS head office, prepare agreements and contracts for partner organizations, national and international consultants.
- Conduct monitoring and evaluation of the program progress and component implementation
- Facilitate dissemination of ‘best practices’ and provide lessons learned to ‘policy dialogue’ at central level
- Active organization and participation in the relevant national and international networking/forum/workshops.

REQUIRED QUALIFICATIONS:
- MSc. or BSc. with practical field experiences in forestry/ NTFP and Biotrade, rural development or rural economy
- At least 10 years of experience in relevant sectors
- Strong experience in partnership building with national government partners MOH, MONRE and MARD
- Good communication skills, especially in communicating with various partners at various levels
- Strong organizational and team building capability as well as gender sensitivity.
- Adaptability to unusual fast and dynamic changing conditions.
- Excellent oral and written English skills.
