Call For National Key Health Officer

The Health Sector Capacity Support Project (HSCSP) is an EC contribution to strengthening the institutional capacity for the good governance of the sector and for improved health service delivery.
GFA Consulting Group GmbH, who is entrusted by the European Commission to provide technical assistance to the Ministry of Health in implementing HSCSP, invites qualified individual candidate to indicate their interest in position of permanent key expert:

Required qualifications and skills:
- University degree in economics or public health, preferably master degree
- Working experience with PEFA
- Project management skills
- Familiarity with EC procedures, guidelines and policy
- Good command of written and spoken English
- Willingness to spend most of the time travelling among project provinces
- Ability to analyze complex situations; to identify problems/risks and to propose proper solutions
- General Professional Experience:
- Proven experience in working with new aid modalities
- At least 5-10 years working experience in Public Finance Management
- Proven regional or international working experience

Specific Professional Experience:
- In-depth understanding of health financing and health economics principles and policies
- Comprehension of PFM reform strategy of the GoV; progress made; and obstacles
- Good supervision, presentation and negotiation skills
- Proven experience in working in a decentralized context is an advantage
- Proven experience in performance-based contracting is an advantage

The expert will work on the following:
- Liaise with relevant departments and Institute of the Ministry of Health, Ministry of Finance, Ministry of Planning and Investment, Vietnam Social Security, Provincial Peoples Committees and relevant provincial counterparts in pilot provinces, EU Health Sector Working Group and all other relevant development partners. Draft ToR for Short Term Missions and supervise missions
