National Institutional and Capacity Development Advisor

Lux-Development, the Executing Agency for Bilateral Co-operation financed by the Grand Duchy of Luxembourg, is assisting the Cao Bang Department of Agriculture and Rural Development to implement the project VIE036  “Wise Use of Water and Agriculture” (WUWA).

VIE/036 WUWA started in 2015 and has a planned duration of five years. WUWA supports counterparts in Cao Bang province with innovative approaches as to improve service delivery by government and private actors for agricultural development, irrigation investments and small-scale investments.

The project VIE/036 WUWA has three result areas:

1. Agricultural Productivity – Optimized, diversified and more resilient agricultural production systems;

2. Access to Water – Increased water availability for agricultural production systems;

3. Improved Process – Producers and service providers are actively invested in the planning and management of agricultural production systems

Lux-Development is looking for a candidate to fill the position of National Institutional and Capacity Development Advisor, (one year assignment, renewable):

Main task and activities:

The key target areas are:

• Agricultural Development, facilitating and enabling DARD to implement the Cao Bang Agricultural Restructuring Program (2015-2020);

• Provincial Competitive Index, provision of support to the Cao Bang provincial leadership and in particular the Provincial People’s Committee (PPC), among others;

• Innovative development through support to the Project Management Unit under the Communist Party and Provincial People’s Committee for the Policy Advisory Board (PAB);

Deliverables:

• Production of individual monthly work plan, specified for each TA in terms of activity, target group, intended output (change with target group) and desired outcome; and time-sheet;

• Production of quarterly report and specific activity reports of the tasks (TA) assigned

• Contributions to the preparation of annual budget and quarterly updates related to activities under this job description;

• Production of Monitoring and Supervision reports as per Project requirements;

Regular reports concerning capacity building requirements for counter-part staff in implementing Works investments under the planning-to-management process.

Minimum Requirements:

• A university degree preferably in HR development, agribusiness, economics, or agriculture extension, master degree is an advantage;

• Practical and documented experience in Organizational Development /Institutional Strengthening

• Minimum 7 years in rural development projects, especially on organizational development and capacity building for rural communities, households, and rural employment;  

• Demonstrated record of commitment to gender equality advancement;

• Proven record of working with government agencies, business, corporates, and social enterprises on rural development, agricultural products, and agribusiness;

• Good standard of English for communication is required

• Demonstrated competence in representing the project interests among stakeholders
