National Individual Experts/Specialists for the Positions of 02 National Consultants to Support a Research on Gender Equality in Employing and Appointing Female Civil Servants in Vietnam

The Ministry of Home Affairs (MOHA) is assigned by the Government of Vietnam to implement a project for “Strengthening the capacity of Vietnamese Government’s agencies in accelerating and improving Public Administration Reform efficiency and effectiveness”. The project is funded by UNDP and other donors through One UN Fund. The main objective of the project is to support the implementation of the Public Administration Reform (PAR) Master Program and the Action Plan of the Government to carry out the 5th Resolution of the Party Central Committee (the Xth term) on “Accelerating PAR, improving public effectiveness and efficiency”.
Based on the Annual Work Plan 2011 approved by UNDP and MOHA, the Project will support a research on Gender Equality (GE) in employing and appointing female civil servants. This research will form an important basis for MoHA to evaluate the criteria of ensuring GE in their tasks, related to the employment, appointment, salary payment, job assignment, performance evaluation, training, re- training and the management of female civil servants.
To assure the objectivity, independence and quality of the planned research, PMU expects to procure a consultant group (one Senior Consultant and one Support Consultant) with profound experience and knowledge in GE, PAR, management of civil servants and civil services, who will support PMU to conduct desk review, surveys and direct interviews, organize workshops, consult with peer consultants and develop a comprehensive research report. The outputs of this activity will greatly contribute to the evaluation of the implementation of GE in employing and appointing female civil servants in Vietnam, with an aim to gradually improving GE in human resource management in Vietnam’s public administration sector by making feasible recommendations.

Work duration: 40 working days for Senior Consultant and 30 days for Support Consultant (excluding public holidays Saturdays and Sundays).
Work locations: in Hanoi and other locations, as required by project.
