National Coordinator - Economic Development; Manager; Finance Officer

World Vision International – Vietnam (WVV) invites Vietnamese competent candidates for the following positions:

1. NATIONAL COORDINATOR – ECONOMIC DEVELOPMENT (1 position), work base: negotiable, preferably in Hanoi.

Main Responsibilities:
To assist the Program Quality Support Director in reviewing and updating the national Economic Development (ED) strategies, enhancing the quality of ED programs, and writing proposals; to provide technical advice concerning ED components to all Area Development Programs and special funded projects throughout Vietnam, and provide direction to overall capacity building in WVV’s ED activities.

Knowledge, Skills and Attitude Required:
- Bachelor degree in relevant disciplines;
- Five years experience in implementing programs that address issues of Economic development;
- Demonstrated ability to mentor and motivate national staff and partners;
- Developed strategic approaches to address needs in the ED sector in developing countries;
- Experience in monitoring and evaluating projects and ensuring that recommendations are implemented;
- Experience in project design and proposal writing experience for government grants from donors such as USAID, AusAID, DFID, JICA and EU;
- Experience networking with a range of donors, multi-lateral, and government bodies;
- Be fluent in English, both written and spoken;

2. MANAGER (01 position) working for the Area Development Program (ADP) in Ba Thuoc district, Thanh Hoa province.
Area Development Program (ADP) is an approach to child focused development, emphasizing the process of community participation, sustainability, and integrating activities in the areas of food security, agriculture, micro-enterprise, health, nutrition, education, water, and sanitation.

Main Responsibilities: To provide overall leadership and management to the program in accordance with relevant strategies (e.g. national strategy, sectoral strategies, disaster preparedness plan, etc.), policies (e.g. Human Resources, Finance and Child Protection policies etc.), and standards (e.g. Integrated Programming Model, LEAP, child sponsorship, etc.).

Requirements:
- University graduate in any field, preferably in education, health, community development, or social studies.
- 4 years relevant work experience in community development including demonstrated capacity in program management.
- Well-developed leadership skills including representation, negotiation, and interpersonal skills.
- Experience in managing and supervising staff.
- Excellent English skills.
- Good computer skills (word processing, excel).
- Work at district level.

3. FINANCE OFFICER (1 position) working for the Micro Finance Unit (MFU), work-base: Hanoi.

Main Responsibilities:
To be responsible for maintaining day to day financial, accounting transactions at National Office and reviewing financial reports at branches level in order to ensure compliance with organization policy, Government legislative requirements as well as Vision Fund International policies and standards.

Requirements:
- University graduate with a major in Finance or Accounting.
- Must have a proven knowledge of Generally Accepted Accounting Principles and a practical knowledge of financial systems and internal controls.
- Proven experience in treasury activities, establishment and monitoring of budgets, and an understanding of data processing concepts and systems.
- Experience in working with INGOs and/or good understanding of community development, especially microfinance environment is an advantage.
- Computer literacy and working knowledge of spreadsheet applications especially Excel and Access essential. SunSystem familiar is preferable.
- Good English skills (both written and verbally)
- Must be willing to travel to provinces occasionally and ability to work under pressure.
