National consultant to support National Hospital for Dermatology
and Venerology (NHDV) in development of a detailed design of
surveillance system and plan for its pilot

1. Background:

Sexually transmitted infections (STIs) are one of the major global public health priorities. However, most common STIs are curable such as chlamydia, gonorrhoea, syphilis and trichomoniasis are still not yet controlled. Globally, 374 million incident cases of four curable sexually transmitted infections (STIs) among adults 15-49 years in 2020 including 71 million people newly infected with T. pallidum, 82.4 million people newly infected with N. Gonorrhoea. In Viet Nam, there is limited national data on STIs but several studies’ results and local reports show an increasing trend of STIs in last few years especially among men who have sex with men. To track the progression of the global target of elimination of STIs by 2030 and to inform public health interventions, it is critical for the country to set up an STI surveillance system.

The potential consultant is requested to support NHDV in development of a detailed design of surveillance system and plan for its pilot. This is a part-time STC for 40 fulltime working days or equivalent.

2. Deliverables

  • Task: Development of a detailed design of STIs surveillance system and plan for its pilot
  • Work description:
    • Met and discussed with WHO technical staff to understand the work requirement.
    • Study WHO guidelines on STD surveillance
    • Draft a detailed design of surveillance system and detail plan for its piloting
    • Organize technical working group to review and provide comment on the form
    • Finalize detailed design of surveillance system and piloting plan
  • Timelines: 1 February to 30 April 2022
  • Deliverable:
    • Detailed design of surveillance system (30 March 2022)
    • Detail plan for piloting of the surveillance system (April 2022)

3. Specific requirements

Educational Qualifications

  • Advanced university degree (Master, PhD) from recognized university in Public Health, Medicine or Epidemiology and postgraduate training on STIs.

Experience

  • Minimum 10-year experiences of working in STI programme or in clinical management of STIs.

Skills/Knowledge

  • Good knowledge on STI epidemiology and STI management system in Viet Nam
  • Good working relationship with provincial hospital for Dermatology and Venerology.

Languages and level required

  • Written and spoken fluency in both Vietnamese and English is essential.
