National Consultant to Support Coordination and Programmatic Objectives of the Limited Scope Grant Agreement (LSGA) Amendment

The USAID LinkSME project, funded by the United States Agency for International Development (USAID), supports the Government of Vietnam (GVN) in its efforts to develop, adopt, and implement policy and regulatory reforms to provide a more favorable environment for small and medium enterprises (SMEs). It also works with business support organizations (BSOs) and the GVN to improve the performance of SMEs and integrate them into lead-firm supply chains.  The project is implemented by the International Executive Service Corps (www.iesc.org), under a contract with USAID and an operating license issued by the People’s Aid Coordinating Committee. USAID/Vietnam has developed a strong partnership with the Ministry of Planning and Investment (MPI) since the early 2000s under the Support for Trade Acceleration Project (STAR). The LinkSME project and the newly awarded Improving Private Sector Competitiveness (IPS-C) of which MPI is a direct counterpart are a higher level of partnership between the two government agencies. In the coming year(s), USAID expects to significantly expand its programming to support Vietnam’s Private Sector Competitiveness, Innovation, Startup Ecosystem and Human Capital, and Local Capacity Development.

Since these activities are well aligned with the goals and priorities of MPI, USAID has initiated discussion with the Ministry of Planning and Investment (MPI) to amend the current framework cooperation agreement called a Limited Scope Grant Agreement (LSGA). The new total estimated amount of the amended LSGA will be $100 million and the timeframe will be extended until September 30, 2028. The LSGA amendment would enable USAID and MPI to expand and deepen the current level of cooperation, increase MPI’s ownership of activities under its aegis, and build their capacity to coordinate with other line ministries, government agencies and provinces.

The proposal shall explain how the assignment would be undertaken and successfully completed, referring to all the tasks and deliverables as mentioned in the Terms of Reference. The assignment requires two consultants. The proposed level of effort should mention the consultant days and daily rate per consultant.
