National Consultant for Health Financing and Policy Analyst

The Luxembourg Agency for Development Cooperation (Lux-Development) launches a national search for the acquisition of consultant services for National  Consultant for Health Financing and Policy Analyst on behalf of Project VIE/027 receiving financial support from the Governments of Viet Nam and the Grand Duchy of Luxembourg.

Responsibilities

The National Consultant for Health Financing and Policy Analyst will assist the project to:

1.Monitor health care spending at the province level and improving evidence-based studies to control access, efficiency and cost of services;
2.Support institutionalization of Provincial Health Accounts (PHA) in Vietnam;
3.Implementation and follow up of the second round PHA and updating data in both Cao Bang and Bac Kan provinces;
4.Support routine use of PHA for policy making on health sector resource allocations;.
5.Develop, produce and institutionalize micro-costing materials and methodology as well as a guide for producing cost in the province;
6.Pilot the health services costing study in the two provinces;
7.Support  the  ongoing work on performance indicators and raise awareness towards performance management;
8.Guide contracting, operation, and evaluation of the “Pro-Poor” performance financing in the  provinces;
9.Indicatively, consultants will have to demonstrate their technical capacity and experience in design of methodology for Provincial Health Accounts, costing, P4P, and health finance related fields.

Education, Experience and Skills required:

1.Minimum of Bachelor’s Degree in Health or Business Management, Economics, Commerce or Administration.   Master’s or higher preferred.
2.Minimum of five years’ work experience related to health financing at national and province levels.  
3.Prior experience in health account and or budgeting, policy and plan, monitoring and evaluation.
4.Familiarity with logical frameworks.
5.Proficient computer skills and use of spread sheets.
6.Proficiency in written and spoken Vietnamese and English.
7.Good interpersonal and communication skills.

Employment period: The start of the contract is foreseen from July 2013 and for a performance period of 12 months. Interested consultants must be available based on the Project approved implantation/intervention schedule for the entire period foreseen and willing to intervene in Hanoi, Cao Bang and Bac Kan provinces and/or other places in Viet Nam when required.

Maximum Budget: The maximum budget available for this contract is estimated to 40 000 USD
