National Consultant to Develop Training Manual and Guideline for Community Monitoring of State Budget Management

The Centre for Community Empowerment (CECEM) is seeking for a National Consultant to develop the training manual and guideline for community monitoring of state budget management to provide CSOs and CBOs with an effective toolkit for awareness raising and promoting community active participation in monitoring development programs and policies using state budget to ensure the principles of transparency, effectiveness, gender responsiveness and inclusion in budget management. This consultancy is under the project "Promoting gender responsive budgeting in Vietnam"
