National Consultant to Conduct a Training on Climate Change

II/. GENERAL BACKGROUND

The Vietnam Forest and Deltas Program (VFD) funded by United States Agency for International Development (USAID), through the coordination of Ministry of Agriculture and Rural Development (MARD) with technical assistant from a consortium of NGOs partners leading by Winrock International, in partnership with SNV – Netherlands Development Organization (SNV), American Red Cross (ARC), Vietnam Red Cross (VNRC) and Centre for Sustainable Rural Development (SRD).

The goal of VFD is ‘to help accelerate Vietnam’s transition to climate-resilient, low-emission sustainable development.’ It was developed to assist the GVN in moving recently enacted national policies and legislation on climate change (CC) adaptation and green growth into practice at provincial and local scales. This will be achieved through a unique vision whereby climate change mitigation and adaptation strategies to evolving long-term climate risks will be combined within provinces which demonstrate contrasting natural resource management and disaster vulnerability scenarios, particularly through selection of lowland delta areas contrasting to upstream watershed forested provinces.

The Vietnam Forest and Deltas Program has three major components: (1) Sustainable Landscapes with a focus on mitigation of greenhouse gas emissions from the forestry sector; (2)  Adaptation  with a focus on addressing long-term climate change risks in Vietnam’s two major river deltas and; (3) Coordination and National Policy development and implementation support.

One of expected results of the project is to provide the capacity building and technical assistance to social organizations in management, administration, or additional areas and enable them to access, manage and utilize the effective of resources. 

To support the required capacity building activities to the social organizations, SRD is seeking an experienced consultant to implement the following requirements:

III/. Objective of the consultancy service

The Trainer will be responsible to provide training on Climate change (provision of general concept of climate change and climate change adaptation) to the relevant technical staff of VNGOs in the Red river delta region and VNGOs in the South. The Trainer will be required to demonstrate skills, methods and knowledge on climate change and using participatory and on the job training approaches.

The Trainer will be expected to perform the following duties:

  • Conducting quick needs assessment for the training on climate change to identify strengths, weaknesses and needs of improvement knowledge on climate change;
  • Based on the results of needs assessment to develop participatory training programs on project climate change to the relevant NGOs’ staff;
  • The Trainer will provide key concepts on climate change and its impacts and mitigation approaches in different aspects including Environment, natural resources, livelihoods, health, etc;
  • Providing two 3-day-training workshops to about 25 - 30 people each in participatory training approaches to ensure that participants are able to absorb the knowledge sufficiently and apply learnt knowledge into climate change project and fundraising;
  • Writing final training report, which reflects results of the training, recommendations of participants and proposed follow up work plan;
  • Working closely with other VFD personnel who will contribute to training.

IV/. Final products ad deliverables (either in English and Vietnamese)

  • Training need assessment questionnaires and training program based on the training need assessment results
  • Final training documents and materials in Microsoft World
  • Final training report

VI/. COORDINATION

  • The Trainers will be expected to perform the duties under the overall supervision of SRD’s vice director. He will coordinate and cooperate with relevant staff to implement the duties as mentioned in the TORs.

VI/. SELECTION CRITERIA

  • A consultant with following qualifications and experiences are required:
  • At least Master degree (or equivalent experience) in the related field
  • Proven experience working in climate change related fields such as disaster reduction, adaptive livelihood;
  • Minimum five (5) years of professional experience in a field related capacity building and training;
  • Proven skills in capacity building of local government agencies and technical departments, with experience providing trainings on the above mentioned topics;
  • Experience in working with NGOs and NGO networking;
  • Previous working experience with USAID funded project is an advantage;
  • Fluent in written and spoken Vietnamese and English.
