Background

Sustained private sector engagement is necessary to achieve malaria elimination in the Greater Mekong Subregion (GMS) where 40-78% of the population first seek care in the private sector. Since 2015, the Greater Mekong Subregion Elimination of Malaria through Surveillance (GEMS) project, with funding from the Bill & Melinda Gates Foundation, has supported increased access to quality case management in the private sector in Cambodia, Lao PDR, Myanmar, and Vietnam. The follow-on GEMS+ project (2020 - 2022) aims to transition private sector network oversight to national malaria programs (NMPs) in Lao PDR, Myanmar, and Vietnam for integration into national malaria strategies and management structures.

With this transition in place, the government will oversee and utilize the malaria testing and treatment services in private sector as complementary to the public facilities and community channels. A successful transition will result in quality care and reporting sustainably continued through a scaled down private sector network that is owned and integrated into each NMP’s national strategy. Successful integration will require the development of policies, strategies, SOPs, and tools, an allocation of resources by the government, dedicated to the private sector program, and direct management and engagement of transitioned providers.

Vietnam is making significant progress towards malaria elimination goals. NIMPE recognizes the potential of the private sector, which accounted for 18.7% of the 2019 national caseload. Over the last two years greater engagement with the NIMPE has led to expansion of PSI operations and provinces and requests for PSI’s assistance to clear foci and supplement passive case detection with reactive case detection strategies-- a strong indicator of provincial-level commitment to elimination. Substantial progress in private sector engagement has occurred since the inception of GEMS and the transition to GEMS+. PSI/V has successfully refined the private sector network, leveraged digital reporting solutions such as the Zalo chatbot for malaria case reporting to ensure timely reporting, and made great progress in advocating on behalf of the private sector with the NIMPE. While no outlets fully transitioned to government oversight in Year 1, GEMS+ successfully engaged NIMPE’s in joint leadership of training, supply, quality assurance, and supervision activities, which will facilitate the transition process in Year 2.

This evaluation is intended to document and share the results of GEMS and GEMS+ activities in Vietnam from inception in 2015. PSI VN is looking for a consultant to support the GEMS program team to conduct GEMS + Outcome Harvesting.

The National consultant will report to Regional Consultant and work closely with PS research coordinator to complete the below scope of work.

SCOPE OF WORK

Type of contract: Part-time Consultant

Duration: 4 months (Mid July - October 2021) and up to 31 working days for the whole contract period.

Daily Gross rate:  Up to USD 250/day (pending candidate’s capability).

Expected deliverables

  • Participate in 1-day online briefing with evaluation consultant to discuss the evaluation process, methodology, tools and role of the national consultant to be able to implement and effectively support the evaluation processes.
  • Participate in 2-day Outcome Harvesting training and able to understand the methodology   
  • Conduct, facilitate and write full report for 15 in depth informant interviews
  • Conduct, facilitate and write full report for 04 focus group discussions.
  • Conduct and write reports for substantiation of outcomes through mini- survey to 24 respondents and short interviews to 8 informants.      
  • Participate in writing the final Outcome Harvesting report with a regional consultant

Selection Qualifications

  • Master’s degree or higher in social science, public health and at least 7 years’ experience working in field of research
  • Experiences in outcome harvesting method
  • Knowledge of the public health in Viet Nam is an advantage
  • Good computer skills, including online meeting applications, Excel, Outlook, and PowerPoint
  • Wonderful facilitation skill
  • Excellent in English speaking and writing skill
  • Ability to travel to project provinces.
