National Communications Officer

The ILO Office in Vietnam invites applications from Vietnamese nationals for the following position:

National Communications Officer:

The incumbent will perform National Communications Officer’s tasks and will work in close collaboration with CO-Hanoi’s Programme Unit and other programmes/projects of the Country Office as required. He/she will report to the Country Office Director and receive technical guidance from the regional information officer in Bangkok.  The assignment is 12 months and based at the ILO Country Office in Hanoi with a possibility of extension subject to fund availability.

Minimum Requirements include:
- First level university degree in library or information science, or communications, international relations or journalism. 
- At least two years of professional experience at the national level in the relevant occupational area.
- Excellent command of one working language of the office and good knowledge of another official language of the duty station.
- Knowledge of modern communications principles, techniques and systems.
- Excellent communications skills including the researching and selection of information,  and writing and editing skills
- Good understanding of the working practices of the media. Skills related to the creation of broadcast content would be an advantage
- Knowledge of automated information systems applicable to library work, information networks, information management and dissemination, Internet, Intranet, and website content creation, structuring and management.
- Knowledge of indexing and cataloguing, and of electronic search and retrieval methods and techniques. Knowledge of the office’s programming matters and activities. Up-to-date knowledge and understanding of technological advancements in the area of work. Good analytical skills.
- Ability to provide users with effective and timely reference and information services. Ability to communicate effectively both orally and in writing. Ability to clarify and respond to user needs. Organizational skills. Presentation skills. Ability to work on own initiative as well as a member of a team. Ability to deal with people with tact and diplomacy. Must display a high standard of ethical conduct and exhibit honesty and integrity. Proven ability to supervise staff.
