PURPOSE OF POSITION:

To be responsible for achieving the goals, outcomes and outputs of SOS advocacy program design document.  In addition, the following are also critical:

  • Provide strong technical support to SOS Children’s Villages Vietnam to design, implement and evaluate the results based advocacy strategies.
  • Advocate the legal and social recognition of the family-like care as a form of alternative care for children in Vietnam with technical support from Program Director of SOS Children’s Villages Vietnam.
  • Report at national level advocacy wins, processes as well as document lessons learned and challenges to strengthen the family-like care's advocacy in Vietnam.
  • Provide trainings as well as coach and mentor to SOS Children’s Villages Vietnam co-workers and its partner organizations in advocacy to enhance skills to effectively influence advocacy processes.
  • Leverage technical support and possible budgetary allocation from the government and concerned authorities for child care and protection work at national and provincial levels.
  • Develop and strengthen working relationships with MOLISA and related partners at both local and national levels as well as engage with SOS Children’s Villages Vietnam partners in the local and national advocacy and policy issues.
  • Together with Program Director of SOS Children’s Village Vietnam to identify funding opportunities and develop concept note/proposal when required. Manage consultants/researchers/staff to deliver upon Terms of Reference/Job descriptions in accordance with budgetary and advocacy aims, targets and responsibilities.
  • Build and engage with relevant networks in the nation that share SOS Children's Vietnam’s values and aims, wider civil society actors including national coalitions, intergovernmental fora, research/academic institutions to advance SOS Children´s Village Family –like care model, policy and advocacy aims and to ensure impact.
  • Collaborate closely with IOR Advocacy Advisor to proactively share and carry out effectively regional and global advocacy programmes and initiatives associated with the local context.

KEY PERFORMANCE AREAS:

  1. Capacity Building: Build the advocacy capacity for SOS Children’s Villages Vietnam Teams
  • Build and strengthen advocacy capacity for SOSVN including management, programme co-workers and its partners.
  • Develop, adapt and revise advocacy trainings plan, including training materials to ensure co-workers are equipped for effective advocacy.
  • Support co-workers to empower youth’s advocacy ability through youth participation activities and community engagement programmes.
  • Support co-workers to form and develop children’s clubs in the CVs and in communities to enhance opportunities for connecting resources for children.
  • Work with youth coordinator to strengthen and enhance advocacy activities with full spectrum of safeguarding for children in the CVs.
  1. Partnership and networking: Build professional relationships with relevant government authorities, partners, CSOs and concerned coalitions/working groups
  • Develop parnership working with government agencies for promoting technical support in child rights, child protection and alternative care for children deprived of parental care and at risk of lossing this care at national and local levels.
  • Leverage the existing child rights networks proactively to voice about quality of FLC model.
  • Strategically collaborate with child rights-focused agencies such as UNICEF, Care for Children, Save the Children, VACR, ChildFund, Plan International, World Vision, Birla Children’s Village, Women’s Union, Youth Union and academia.
  • Strategically participate and engage in meetings, workshops, forums organized by the relevant Government authorities (such as The National Plan of Action for Children for the period 2021–2030)
  • Advocate for the deinstituionalization (DI) of children; and for the new Alternative Care Decree (with UNICEF and Department of Children’s Affairs, MOLISA). This effort can be facilitated by joining UNICEF and VACR, and Child Rights Working Network.

3.     Evidence-based advocacy:Enhance advocacy via knowledge-buidling contents ; survey, study and research for legal and social recognition of SOS’s care models.

  • Conduct a comprehensive research of all forms of alternative care including FLC in Vietnam:
  • Utilize existing researches/studies or survey to influence legislative change on FLC with concerned government authorities.
  • Disseminate researches/ studies/ surveys illustrating best practices and successful stories of FLC to relevant partners and stakeholders.
  • Document FLC models and lessons learned in the context of SOSVN, included budgeting, human resource requirements, programme activities, assessments, monitoring and evaluations.
  • Encourage care leavers to share their experience with the children and mothers in the CVs; Create group of care leavers via social media ; to mobilise the participation of these children in advocacy activities : they will inspire to other children in the CVs.
  • Advocate to have FLC integrated in Decree 56/2017 or the Law on Children 2016 for the next legislation’s revision.
  • Closely monitor the mandate and actively participate in the initiatives launched by the National Commission on Children.

4.     Fundraising : Utilize advocacy’s contents to fundraise and communicate to the public and potential donors

  • Work closely with FDC to mobilise funding sources from both public and private sector; including small and medium enterprises and big companies, celebrities, Vietnamese expats, in particular potential corporate in Vietnam.
  • Work with Business Development and FDC teams to ensure that advocacy is included in project proposals as much as possible and required resources are adequately budgeted for.
  • Mobilise resources from the Government and provinces for SOS programs such as budget for nurturing children in the care program in SOS Children’s Villages under Decree 20/2021/NDCP or MOLISA pays counterfunding in equivalent to 50% granted for supporting children in Family Strengthening Program in 6 provinces.
  • Mobilise financial support from provincial People Council and People Committee based on Decree 762/VBHN-BL?TBXH/2019 and Decree 26/2016/NDCP.

REQUIREMENTS:

Knowledge, Skills and Abilities:

(The following knowledge, skills, and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on-the-job training).

Education

  • Degree or Diploma in Social Sciences, Law, International Relations or related field.
  • Minimum 3 - 5 years’ experiences in the area of child rights, alternative care and youth development..
  • Minimum of 2 years’ advocacy experiences with MOLISA and concerned governmental agencies on child rights and alternative care for children at all levels.
  • Minimum of 2 years’ experiences on results-based program management, implementation and reporting.

Knowledge & Skills

  • Good knowledge of UNCRC, UNGAC, national laws and policies, national alternative care and child protection system and socio-cultural systems.
  • Experience working on Child Rights, Youth Development and Child Safeguarding in Vietnam.
  • Sound knowledge of local regulations on beneficiary of social welfare (especial for children without parental care and low-incomes families)
  • Knowledge of results-based programme development, implementations, monitoring and evaluation.
  • Demonstrated experience of context analysis, policy analysis, design and implementation of advocacy with government, other relevant authorities/stakeholders to secure commitment around common goals.
  • Working experience with NGOs or international development organisation is preferable
  • Familiar in fund raising.
  • Excellent team working.
  • Fluency in English and Vietnamese. (written and verbal).
  • Effective communication skills with eyes for details.
  • Computer literacy (WORD, Poewerpoint and Excel).
