CALL FOR CVS – USAID VIETNAM SUSTAINABLE FOREST MANAGEMENT ACTIVITY

Introduction

The new USAID Vietnam Sustainable Forest Management Activity is recruiting for multiple positions. The team is looking for extremely well organized and self-directed individuals with sound technical skills, analytical ability, good judgement, and strong operational focus. 

Project Background

The Vietnam Sustainable Forest Management Activity will work with the Government of Vietnam (GVN) to reduce carbon emissions associated with deforestation, the degradation of natural forests, and poor plantation management. SFMA will implement a “Green Prosperity” approach that strengthens local communities’ ability to protect their natural resource base and reduce emissions while building a strong foundation for sustainable livelihoods and equitable economic growth.

SFMA will work in six provinces and focus on five activities:

  • Strengthening community forest management;

  • Promoting conservation-friendly enterprises;

  • Improving law enforcement to tackle environmental crimes;

  • Enhancing the management of production forests; and

  • Mobilizing domestic resources.

Open Positions

Director of Enterprise Development

  • Position Summary: identify and facilitate access to economic and other incentives for SFM project participating communities to stop forest conversion and degradation activities.

  • Bachelor’s Degree required

  • 10+ years of experience required

Field Team Director

  • Position Summary: supervise 6 provincial managers with heavy oversight on project activities in regional offices. Focal point between provincial managers and the Hanoi based technical team. Responsible for ensuring that all project activities in the regions are implemented effectively and promote learning and sharing of information between the different provinces.

  • Bachelor’s Degree required, Master’s degree preferred

  • 6+ years of experience required, 3 years must be in leadership roles.

  • USAID funded experience preferred

PPP Specialist

  • Position Summary: work across all SFMA target provinces to develop sustainable partnerships with businesses in forestry (including agroforestry) value chains.

  • Bachelor’s Degree required, Master’s degree preferred

  • 5+ years of experience required

Payment for Environmental Services Specialist

  • Position Summary: support SFM’s Objective 5 to Mobilize Domestic Resources for Forest Management and Protection

  • Master’s Degree required

  • 5+ years of experience required

Environmental Crimes Specialist

  • Position Summary: support SFM’s Objective 3 to Improve functionality of law enforcement systems for forest crimes

  • Bachelor’s Degree required, Master’s degree preferred

  • 5+ years of experience required

Senior Policy and Legal Specialist

  • Position Summary: support SFM’s Objective 5 to Mobilize Domestic Resources for Forest Management and Protection.

  • Bachelor’s Degree required, Master’s degree preferred

  • 14+ years of experience required

Forest Monitoring Specialist

  • Position Summary: support SFM’s Objective 1 to Improve Community Forest Management.

  • Bachelor’s Degree required

  • 5+ years of experience required

Sustainable NTFP Specialist

  • Position Summary: support SFM’s Objective 2 to increase conservation-friendly enterprises in forest-dependent communities and, Objective 4 to improve production forest management practices.

  • Master’s Degree required

  • 5+ years of experience required

GIS Officer

  • Position Summary: lead the GIS project component and advise on all information systems and GIS-related activities. The GIS Specialist will produce detailed maps of project working areas to identify different types of land use, collecting information on land use change and also monitor land use change over the duration of the project

  • Bachelor’s Degree required, Master’s preferred

  • 5+ years of experience required

GESI Manager

  • Position Summary: lead the development of gender mainstreaming strategy and plan for the SFMA that upholds USAID gender policies

  • Bachelor’s Degree required

  • 5+ years of experience required

IT Specialist

  • Position Summary: responsible for managing and responding to all IT and database needs of the Hanoi and Field Offices, including system installations, maintenance, work closely with TAMIS administrator on TAMIS database trouble shooting and maintenance, MEL Database design and maintenance, and provide support and technical consultations to clients.

  • Bachelor’s Degree required, IT certifications a plus

  • 5+ years of experience required

Senior Communications Specialist

  • Position Summary: develop and execute the project’s overall internal and external communications strategy.

  • Bachelor’s Degree required, Master’s preferred

  • 12+ years of experience required

Finance Manager

  • Position Summary: lead finance teams and play a pivotal role in overseeing adherence to USAID and DAI regulations, the project’s Field Operations Manual (FOM), contract requirements and limitations, financial policies, procedures, controls, and reporting systems

  • Bachelor’s Degree required, MBA preferred

  • 10+ years of experience required, 5 years on USAID programs

Office and HR Manager

  • Position Summary: manage all of the day-to-day aspects of human resources and office management

  • Bachelor’s Degree required

  • 5+ years of experience required

Procurement Specialist

  • Position Summary: key member of the Procurement Team and play a pivotal role in ensuring integrity, fairness, and openness in procurement processes as well as adherence to policies, procedures, and controls.

  • Bachelor’s Degree required

  • 5+ years of experience required, 2 years on USAID programs

Accountant

  • Position Summary: provide accounting and financial analysis support to the project office and will ensure submission of financial reports based on internal deadlines

  • Bachelor’s Degree required, MBA preferred

  • 6+ years of experience required, 2 years on USAID programs

Administrative Assistant

  • Position Summary: coordinating the daily operations of the project, including administration, office management, and human resources support

  • Bachelor’s Degree plus two years of relevant experience OR baccalaureate and four years of overall work experience.
