The Monitoring & Evaluation Specialist (M&E Specialist) will support the laboratory systems strengthening work of the Association of Public Health Laboratories (APHL) in meeting the President’s Emergency Plan for AIDS Relief (PEPFAR) and Global Health Security Agenda (GHSA) goals. APHL, through a cooperative agreement with the U.S. Centers for Disease Control and Prevention (CDC), collaborates with the CDC Vietnam, Thailand, and Indonesia Offices to support the Ministry of Health (MOH) laboratory, surveillance, and healthcare initiatives.

The candidate will possess an advanced degree as well as public health experience across Southeast Asia. The M&E Specialist will support the development and implementation of standardized practices and protocols with practical application within APHL’s Global Health (GH) Program activities in Vietnam, Thailand, and Indonesia. The candidate will serve as a full-time contracted employee to APHL through September 29, 2022, with annual renewal subject to satisfactory performance and continued availability of funds. APHL Headquarters (HQ) is located in Silver Spring, Maryland, USA, and this is a field position located in Hanoi.

Scope                                                                                                                                    

APHL is seeking a M&E Specialist with a background in public health, epidemiology, statistics, or related field to support the monitoring and evaluation of APHL’s efforts throughout Southeast Asia. The M&E Specialist will support the development and implementation of standardized practices and protocols with practical application within APHL’s Global Health Program activities across Southeast Asia, in particular for Vietnam, Thailand and Indonesia. The M&E Specialist will work collaboratively with staff, members, partner agencies and other stakeholders to monitor and evaluate projects and programmatic activities, determine performance indicators and measurable outcomes, and support continuous quality improvement. The M&E Specialist will also provide guidance and expertise on program planning, impact evaluations and collaborate with program and project leads to ensure that APHL’s GH work in Vietnam, Thailand and Indonesia is designed to leverage findings that improve effective implementation of public health laboratory practices and policies in support of the greater public health laboratory system.

Responsibilities

  • Works with APHL HQ and In-country staff to communicate about projects’ status, meetings requirements, updates, improvements, and outcomes.
  • Together with APHL’s Quality Systems and Analytics (QSA) program staff and other APHL staff, will work on the implementation, evaluation and continuous improvement of the evaluation and performance measurement plan to support APHL’s cooperative agreement(s).
  • Develop and deliver M&E?related trainings for staff, international partners, and membership, when appropriate.
  • Develop and implement M&E framework and Standard Operating Procedures (SOPs.
  • Develop, prepare, and present M&E reports and summaries, including tables, charts, and graphs.
  • Contribute to the collection, analysis, interpretation, and dissemination of program and project data to inform decision-making.
  • Research, assess, and implement efficient and high-quality data collection and analysis processes, including the use of appropriate tools and software.
  • Provide expertise on development of performance indicators, monitoring systems and evaluation design.
  • Develop, manage, and organize the recordkeeping of all M&E data, as well as related documents, pre/post training and mentorship tests and assessments, feedback surveys, images, reports and other, using best practices by means of templates, documents platforms and standardized styles.
  • Troubleshoots issues.
  • Assists with the development and use of new M&E systems, forms, and templates in conjunction with QSA and other APHL staff.
  • Maintains awareness of industry trends and competitive landscape. Keeps current on best M&E practices and protocols. Makes recommendations for improvements and assesses the needs of periodical project/program evaluations.
  • Works with QSA team to identify opportunities of collaborating systems across the Global Health Program.
  • If/when travel is required, both within and outside of Vietnam, the M&E Specialist is to follow APHL’s travel practices.
  • Other duties as assigned.

Knowledge 

  • Significant knowledge and practical application of monitoring systems, data collection and analysis, and the range of evaluation theories and methods is required. This includes performance measures, outcomes, and continuous quality improvement.
  • Significant knowledge in data collection methods such as surveys and polls, interviews, and focused group discussions is required. 
  • Interest in global health, laboratories, or the public health field preferred.

Skills

  • Demonstrate skills in the design and implementation of monitoring systems and evaluation protocols.   
  • Demonstrate skills in quantitative and qualitative data analysis and interpretation of results.
  • Excellent interpersonal skills to effectively interact with all levels of staff, members, government personnel, and others.
  • Strong coordination and project management skills.
  • Understanding of non-profit organizational systems and structures.
  • Excellent skills in report writing and presentation development, editing, and creation of appropriate charts, tables, and graphics.
  • Demonstrated presentation and training skills.
  • Excellent organizational skills, with emphasis on details.

Abilities

  • Ability to work independently with minimal supervision while also effectively collaborating with other M&E and programmatic staff.
  • Ability to handle multiple tasks under tight deadlines and assuring completion of projects in a timely and efficient manner.
  • Ability to follow APHL operating procedures and tracking systems.
  • Ability to lead and collaborate within a team setting.

Minimum Qualifications

Required:

  • A bachelor’s degree or equivalent education in public health, epidemiology, statistics or related field, and a minimum of 3 years progressive and relevant experience is required. An advanced degree is preferred and may be substituted for work experience.
  • Proven track record for applying knowledge and concepts in the design, development, and implementation of performance monitoring systems and evaluation studies.
  • Proven track record in collecting and analyzing quantitative and qualitative data, and interpretation of results.
  • Demonstrated experience in data management and retrieval systems and online databases.
  • Experience using various statistical packages such as MS Excel, MS Access, SPSS.
  • Experience in preparing reports and summaries, providing technical guidance and recommendations, and delivery of training.
  • Bilingual - fluent in written and spoken English and Vietnamese.

Preferred

  • Knowledge and experience within public health programs or laboratories in Vietnam.
  • Experience in working with CDC/USAID cooperative agreements.
  • Experience working with US Government grants and programs.
  • Fluency with computer programs such as Microsoft Office Suite, data collection, data analysis, and visualization software required, including Qualtrics or SurveyMonkey, and Power BI or Tableau. Familiarity with SharePoint.
  • Strong organization and recordkeeping skills.
