Job Description

USAID/Vietnam Strengthening Provincial Capacity Program (SPC) will strengthen the capacity and build the sustainability of local institutions' provincial capacity building extension services to provide high quality, relevant interventions addressing capacity gaps, so that provincial officials can implement and measure economic governance reforms more effectively. The Monitoring, Evaluation, and Learning (MEL) Specialist will be responsible for refining, collecting data, measuring progress, and adjusting the program’s Activity Monitoring, Evaluation, and Learning Plan (AMELP).

Essential Functions:

  • Refine the design of the program AMELP and its indicators, and adapt tools to meet program needs, which may include pre- and post- tests, focus group interview protocols, , and baseline, mid-term, and end-line survey instruments;
  • Manage and safeguard data collection, train program staff, and supervise MEL activities of staff and sub-contractors.
  • Liaise with the USAID Mission on the design of MEL tools and on modifications to MEL system.
  • Analyze all data collected and advise program management on needed program revisions; and contribute to written performance reports for funder and other program deliverables.
  • Work with grantees to ensure accurate information flow including guidance/support on grantee data collection, measurement and reporting.

Job Requirements

Education and Work Experience:

  • Requires a Bachelor’s degree in order to apply a working knowledge of the theories and principles in a specialized field or work discipline.
  • Requires at least five years of related work experience.

Knowledge, Skills and Abilities:

  • Demonstrated capacity to work in multi-cultural environment.
  • Demonstrated leadership, strategic thinking and planning, management, and presentation skills.
  • Experience working in Vietnam preferred.
  • Fluency in English and Vietnamese required.
