In light of the importance we place on evidence-based research and analysis, as well as ongoing monitoring and data collection, we are seeking a Monitoring, Evaluation, and Learning (MEL) Manager who will lead both the Knowledge and Learning and Monitoring and Evaluation teams at EMW. This Manager will spearhead and lead monitoring, research, evaluation and learning activities. The MEL Manager will be responsible for the Knowledge & Learning and Monitoring and Evaluation Components of EMW’s portfolio, primarily focused on WASH, with a strong focus on gender and social inclusion. This role will involve working closely with our M&E and K&L teams to oversee data collection processes, our implementation teams to document and capture lessons learned, as well as working closely with local and international partners (e.g. government stakeholders, other NGOs, and donors). The MEL Manager will be part of a team responsible for scaling EMW’s WASH program in Vietnam under a new grant over the next four years (Water for Women Fund supported by the Australian Government).

Location: Ha Noi with occasional travel to field locations

Reporting: Vietnam Country Director cum Regional Program Director

Tasks/Responsibilities:

Knowledge and Learning

  • Lead the implementation of the K&L component under EMW’s WASH program
  • Design and lead evaluation activities, particularly qualitative data collection through interviews with various stakeholders
  • Lead background research and scoping studies
  • Carry out project donor reporting and project updates
  • Cultivate and manage research partnerships with consultants or research organizations to deliver research deliverables
  • Develop presentations for global and regional conferences, learning events
  • Organize internal learning workshops and prepare learning materials/note
  • Maintain Knowledge & Learning resources such as EMW’s Dropbox file-sharing system
  • Provide communications support to ensure EMW’s research and implementation activities are well-publicized. This may include updating social media accounts, EMW’s website, etc.
  • Stay abreast of current research and literature in the WASH sector relevant to EMW
  • Travel to project field sites
  • Directly supervise one K&L Officer

Monitoring and Evaluation

  • Develop a comprehensive M&E system for EMW’s new program under Water for Women, that integrates quantitative and qualitative data (operationalizing a pre-developed M&E framework)
  • Supervise and provide quality assurance over EMW’s M&E team and data collection process
  • Lead analysis of monitoring data to drive programmatic improvements
  • Stay abreast of innovations in the digital monitoring sector to suggest improvements for EMW
  • Directly supervise 2 M&E Officers

Qualifications

  • Degree in relevant discipline (public policy, public health, international development, economics, etc.);
  • At least 6 years of experience working for NGOs or international organizations in a monitoring, evaluation, and research role; strong experience with international development projects;
  • Track record of leading projects and teams to achieve excellent results (i.e. management experience) (at least 2-3 years relevant management experience)
  • Excellent analytical and writing skills; previous research experience desired
  • Strong understanding of how to develop and implement robust M&E frameworks, experience with digital M&E a plus;
  • Strong oral communication and presentation skills;
  • Strong attention to detail and ability to follow-up independently;
  • Fluent in verbal and written English (Vietnamese a strong plus);
  • Good contextual knowledge of water and sanitation issues in rural communities, constraints and realities a plus;
  • Previous expertise in gender and social inclusion a plus
