Working relationships include:

  • The Monitoring, Evaluation and Learning (MEL) Coordinator reports directly to MEL Manager.  He or she also works closely with MEL Advisor, Component Managers and Management Information System (MIS) Manager.
  • The MEL Coordinator also has contact with alumni, partners and other stakeholders from the Vietnamese and Australian government, education institutions, the private sector and civil society.

 

Program Overview

The goal of Aus4Skills is to support Vietnam to access and use high level professional and technical knowledge, skills and competencies, to contribute to the country’s sustainable economic and inclusive development. The program also aims to deepen Vietnamese and Australian people-to-people and institutional links and therefore strengthen the partnership between the two countries.

Aus4Skills seeks to achieve the following three whole-of-program outcomes:

  • Inclusive alumni use new skills and knowledge to make positive contributions to targeted are of Vietnam’s development
  • Selected Vietnamese Government, private sector, civil organisations and other partners demonstrate organisational through improved policies, practices or performance standards in targeted areas
  • Australia and Vietnam have stronger sustainable links and partnerships in selected agencies.

They will be underpinned by the principle that gender equality, disability and social inclusion are integrated into all Aus4Skills activities, which are organised into five main components as follows:

  1. Australia Awards Scholarships
  2. Alumni Engagement
  3. Capacity Building for Higher Education
  4. Promoting Industry Linkages in Vocational Education and Training (VET)
  5. Vietnam Australia Centre, a new initiative to foster leadership and policy development

These component activities cover individual capacity building, organisational change and strengthening linkages between Australia and Vietnam to varying degrees.

Aus4Skills MEL is responsible for ensuring the successful planning and implementation of monitoring, evaluation, and learning activities across the program cycle. These activities are outlined in the program’s 5-year MEL Strategy and Annual Plans. The MEL team manages and coordinates surveys to collect sex-disaggregated data on participants and undertake alumni and thematic case studies.

Aus4Skills is managed by Tetra Tech International Development on behalf of Australia’s Department of Foreign Affairs and Trade (DFAT).

 

Position Summary

The MEL Coordinator provides coordination support for the planning and implementing of MEL activities in accordance with Aus4Skills 5-year MEL Strategy and Annual Plans. The MEL Coordinator is responsible for coordinating designated aspects of the quality implementation of data collection, analysis and reporting to ensure quality monitoring and evaluation results for the Program. The position plays a critical support role to the MEL Manager across all elements of Aus4Skills’ MEL activities.

 

Key Responsibilities  

Working closely with the MEL Manager, the MEL Coordinator will:

  • Contribute to achieving reliable and valid data sets and reporting in accordance with the MEL Frameworks, with data sets including but not limited to, Online Australia Awards Scholarships Information System (OASIS), the program’s Alumni Development Impact Surveys (ADIS), participant and partner surveys/focus groups, case studies, and periodic evaluations.
  • Coordinate and contribute to the ADIS surveys and reporting specified in the MEL Plan including supporting any subcontracted organisations involved in data collection and/or report writing.
  • Support implementation of periodic surveys and data collection, including interviews, surveys, group methods (e.g., focus groups) and other methods.
  • Liaise with component teams and MIS to administrate the Indicator Tracking Tables and ensure sex-disaggregated program data is being kept up to date.
  • Contribute to MEL strategies and gender-sensitive data collection techniques to provide trend analysis on various aspects of the program deemed of specific interest, e.g. case studies, thematic studies and other MEL activities specified in the Plan.
  • Provide MEL support and guidance to teams to perform all MEL activities.
  • Contribute to the preparation of MEL and other reports and communication materials, to ensure program reporting is adequate for stakeholders and donors.
  • Any other duties as directed by the Program Director or requested by the Australian Embassy.

 

Selection Criteria

Qualifications

  • Tertiary qualifications in an appropriate field of study such as management, education, evaluation, journalism, gender studies, social sciences, or other development-related fields
  • Relevant practical experience (at least 5 years) in related field such as monitoring, evaluation, or statistics, data management

Experience/Knowledge

  • Demonstrated experience in implementing gender-sensitive MEL activities for a program or organisation
  • Experience in a range of data collection methodologies, management and analysis, including qualitative analysis and gender analysis
  • Demonstrated analytical skills for qualitative analysis and report writing
  • Knowledge of gender equality principles and practices in development aid
  • Inter-personal and communication skills for building and maintaining relationships, reporting, delivering messages and identifying and managing issues
  • Strong oral and written communication skills in Vietnamese and English language
  • Strong computer skills, including the ability to use databases and customised programs designed for data management and analysis
  • Knowledge of Australia and Vietnam’s education and/or development and international engagement priorities, an advantage
