Monitoring and Evaluation Officer

The Luxembourg Agency for Development Cooperation (Lux-Development) is looking for a Project Monitoring and Evaluation Officer on behalf of Project VIE/034 receiving financial support from the Governments of Viet Nam and the Grand Duchy of Luxembourg.

Project VIE/034 is the second phase of a Luxembourg development cooperation, support of the Bac Kan Vocational College (BKVC). The intention of this new project is, firstly, to consolidate the achievements of the first phase, i.e. Project VIE/021; secondly, to improve the BKVC’s management, thereby also enhancing the financial robustness through its income-generating potential and, thirdly, to offer a market-as well as client-oriented educational programme. Based on the overall objective of the Lux-Development M&E program, guidance from the regional office, and direct supervision of the Project Senior Technical Advisor, the M&E Officer will be responsible for the monitoring and ensuring high quality and timely inputs, and for ensuring that the project maintains its strategic vision and that its activities result in the achievement of its intended outputs in a cost effective and timely manner.

The M&E officer will be responsible for designing and implementing the M&E activities of the Project; assisting the Senior Technical Advisor in preparing Quarterly/Annual reports on project progress and will monitor the project activities on a regular basis, developing and maintaining the MIS of the Project and will be responsible for the collection & analysis of different data in relation to the project activities. Assist PMU with required procedures for implementing the College’s strategic M&E framework.

The Monitoring and Evaluation Officer works in close collaboration with project Technical Assistance Group, Bac Kan Vocational College, Government agencies, private sector, non-government and civil society organizations.


  • Education: University Degree preferably in Education, Business Administration, Economics or related field.
  • Experience: At least 5 years of experience in the design and implementation of M&E/MIS in development projects implemented by national/international NGOs/UN bodies/ Government;
  • Experience in designing tools and strategies for data collection, analysis and production of reports;
  • Proven ICT skills, especially in the development of MIS software using database software;
  • Expertise in analyzing data using statistical software;
  • Strong training & facilitation skills.
  • Language Requirements: Fluency in written and spoken English and Vietnamese.

EMPLOYMENT PERIOD: The start of the contract is foreseen from July 2018 and for a performance period of 12 months, renewable.
