Monitoring and Evaluation (M&E) Officer

Funded by USAID, the USAID Pathways for Participation Project (PfP) will focus on mentoring local capacity building lead agencies, strengthening organizational and technical capacity of civil society organizations (CSO), and developing replicable and effective community-based services provided by and for people most-at-risk of and living with HIV infection in Vietnam. 
Responsibilities:
- Participate in the development of the M&E framework for USAID Pathways project based on the stated objectives and deliverables and support the Pathways Lead Partner (PLP) & granted CSOs to develop their M&E plan;
- Participate in the process to develop of M&E system (including standardized reporting and performance monitoring and evaluation among partners) for the whole USAID Pathways project and for each PLP and CSO grantees;
- Coordinate and participate in routine data collection from PLPs and CSOs and ensure data quality and timeliness. Conduct regular monitoring field trips and make the monitoring report;
- Lead the documentation of best practices in the areas of service provision for MSM, IDU, and SW and HIV prevention in community settings and facilitate the use of such data to drive program design and decision making;
- Strengthen capacity of PLP and CSOs in strategic information knowledge, data analysis, data use and M&E-related topics;
- Manage the database of the project and present analyzed information for use in planning, decision-making and prepare reports/ other summaries requested as required;
- Take part in research/surveys conducted by the project or hired consultants as required;
- Any other relevant duties related to the project as directed by the COP, DCOP and the M&E Manager.
Qualifications:
- University and/ or advanced degree in social sciences, epidemiology, or a field relevant to monitoring and evaluation;
- Previous experience with international or local NGO or aid management organizations;
- A minimum of three years demonstrated experience in the design and implementation of monitoring and evaluation systems for complex donor funded programs, preferably in the area of HIV;
- Demonstrated skills and experience in quantitative and qualitative evaluation methodologies;
- Experience in the use of statistical software (e.g. SPSS, Stata);
- Demonstrated commitment to USAID Pathways’ core value of positioning people living with and affected by HIV at the center of the HIV response in Vietnam;
- Excellent written and verbal communication skills in Vietnamese and English.
Reporting line: The Monitoring and Evaluation Officer will report to the M&E Manager. At present, he/she is not responsible for supervision of other staff. However, M&E project assistants or volunteers may be added to the position as required pending future development.
Position Location: The Monitoring and Evaluation Officer will be located in HCMC, and required to travel to projected provinces.
