Monitoring and Evaluation (M&E) Coordinator

Background:

The Partnership for Health Advancement in Vietnam (HAIVN), a collaboration between Harvard Medical School (HMS), Beth Israel Deaconess Medical Center (BIDMC), and Brigham and Women’s Hospital (BWH), seeks to develop capacity for high quality medical education, research and healthcare in Vietnam. HAIVN has been working to improve the health system in Vietnam since 2003.

HAIVN, through a USAID funded project, Improving Access, Curriculum and Teaching in Medical Education and Emerging Diseases (IMPACT MED) Alliance, is currently supporting three priority areas: (1) a comprehensive reform of undergraduate medical education curriculum at Hai Phong, Thai Binh, Hue, Thai Nguyen and HCMC Universities of Medicine and Pharmacy (UMPs); (2) the creation and implementation of a pilot of the surgery residency program; and (3) enhancing the preparedness in addressing emerging epidemics in the health care system of Vietnam.

HAIVN is currently seeking a Monitoring and Evaluation (M&E) Coordinator responsible for project monitoring, evaluation, and reporting.

Job Location: This position can be based in either Hanoi or HCMC

Overall Responsibilities

The M&E Coordinator assists with monitoring and evaluation of IMPACT MED Alliance project.

Specific Responsibilities

  • Develop and implement monitoring and evaluation framework for project activities
  • Develop and apply monitoring and evaluation tools
  • Train project officers/partners on M&E requirements and process
  • Complete all USAID reporting requirements
  • Design data collection processes and tools
  • Manage, analyze and disseminate the data from the monitoring reports
  • Prepare timely reports and presentations for HAIVN leadership, MOH, and project stakeholders
  • Document and track all monitoring and evaluation activities
  • Participate in survey and research activities
  • Coordinate with other HAIVN M&E staff to ensure consistent implementation of data management according to internal procedures
  • Assist in publication of project results
  • Assist other HAIVN M&E staff and additional projects as needed and when requested
  • Additional tasks related to project evaluation as requested

Required Experience

  • Master’s degree in public health or related field
  • Minimum 3-5 years of professional experience in monitoring and evaluation
  • Experience with data management and analysis
  • Experience with USAID-funded project preferred

Required Qualifications

  • Proficient with Excel, PowerPoint and Word
  • Knowledge and skill in statistical packages (e.g., STATA, Epi Info, SPSS)
  • Familiar with qualitative and quantitative data collection and analysis methods
  • Fluent in oral and written English
  • Good organizational and writing skills
  • Highly responsible, organized person with attention to details
  • Good personal communication skills to communicate and maintain contact with partners and team members
  • Able to work both independently and as team member
  • Able to work under pressure; to meet deadlines
  • Able and willing to travel within Vietnam
  • Passionate about improving the health system in Vietnam
