Monitoring and Evaluation Manager, Southeast and East Asia
International Energy Programme

The European Climate Foundation’s International Energy Programme works across the world to support civil society efforts to engage on energy issues in the interests of clean air and a safe climate. In Southeast and East Asia (SEEA) we work to support civil society efforts to transform the electricity system away from fossil fuels and to clean energy sources. We are a small programme team scattered across the region and with staff based at European Climate Foundation head office in The Hague.

We are looking for an experienced Monitoring and Evaluation Manager to support the Southeast and East Asia Programme team to develop a robust monitoring and evaluation process and to support our grantees in achieving excellence in their work.

CONTRACT: 12 month initial contract, full-time position, possibility of renewal based on performance

SALARY: Competitive salary commensurate with experience.

LOCATION: Preference to be located in Southeast or East Asia or Australia, specific location flexible for the right candidate

TASKS AND RESPONSIBILITIES

The Monitoring and Evaluation Manager is responsible for providing technical M&E guidance and management support to the International Energy Programme SEEA team to better enable the team’s efficient and effective monitoring and reporting of its programmes. This is an exciting role in a dynamic and growing team scattered across multiple countries in the region.

The programme is developing a management framework to systematise monitoring, evaluation and reporting of progress made by grantees through to the outcome objectives for which the programme is accountable. This requires maintaining a responsive system that can identify needs for operational and strategic decision-making and support performance evaluation and accountability.

Key areas of responsibility for the Monitoring and Evaluation Manager include:

Monitoring and Management System

  • Develop a management system that includes a multi-layer M&E framework. The system should support the generation, management and use of evidence-based data based on a results framework and the KPIs within. This will then inform operational and strategic decision-making and support performance evaluation and accountability. The system should ensure monitoring and evaluation work at the grantee level is reliable and accurate, and reported in a timely manner to inform decision making and contribute to program outcomes and results. This two-tiered system at the overall strategic and grantee levels should be aligned within a new
  • M&E strategic framework for the SEEA International Energy Programme.
  • Work with a consultant and the programme team to develop a software solution for the management system, supervise the set up and commissioning of the selected system and training of staff in how to use the system
  • Ongoing curation of the system together with programme officers
  • Lead the preparation and dissemination of regular and ad hoc analysis and reporting on programme performance, to ensure funders and partners have access to accurate and relevant management information.

Evaluation System

  • Oversee the system for evaluating individual campaigns and organisations in order to help strengthen and build the capacities of the field; this includes assessment of current operations and projects and using this to identify the capacity building needs of key partners.
  • Assist partners in working out how to improve effectiveness and impact
  • Establish formal evaluation processes for grantees/partners that are under-performing, including provisions for cessation of funding

Metrics

Help with the development of SMART metrics/KPIs that measure results at all levels in the results framework for the program, and develop, build capacity for and implement systems for M&E and related reporting and use of evidence-based data.

EXPERIENCE AND SKILLS REQUIRED

  • At least five years experience in quantitative and qualitative analytics and M&E management, information management systems, dashboards and related reporting
  • Experience working with and preferably training others in software and database applications for data collection, analytics and reporting
  • Knowledge and experience working in the NGO sector, preferably in M&E for advocacy campaigns, and ideally in Southeast and East Asia (SEEA)
  • Experience multitasking and managing priorities to competing deadlines
  • Excellent written and verbal communication skills in English. Working ability in at least one other regional language a plus.
  • Track record of strong interpersonal skills and working well as a team player
  • Entrepreneurial mindset, highly adaptive and energetic
  • Capacity to work effectively in a range of cultural and socio-economic contexts, with colleagues for whom English is a second language.
  • Able to travel internationally and willing to work flexible hours to accommodate colleagues working in multiple time zones
  • Commitment to ECF’s mission, values and approach. In particular commitment to transforming electricity systems in the interests of clean air and a safe climate.
  • Masters level degree or higher preferred (e.g. Social / Political Science, International Development, Climate/Environmental Studies, Economics, Statistics)
