Monitoring and Evaluation Coordinator

ACDI/VOCA is a non-profit international development organization that delivers technical and management assistance in agribusiness, financial services, enterprise development, community development and food security in order to promote broad-based economic growth and vibrant civil society. Based in Washington, D.C., ACDI/VOCA has empowered people in developing and transitional nations to succeed in the global economy for 45 years and in 145 countries. In Vietnam, with funding from USDA and USAID, ACDI/VOCA has been implementing the Sustainable Cocoa Enterprise Solutions for Smallholders (SUCCESS Alliance) project. To date, the project has introduced cocoa best agricultural practices to over 22,000 smallholder farmers in 6 provinces in the South and Central Highlands of Vietnam.

They are seeking an experienced person to work as the Monitoring and Evaluation Coordinator for the ACDI/VOCA Vietnam Office. The estimated start date for this position is January, 2011
to work through September 30, 2011 with a possibility of extension based on the availability of funding.

PRIMARY RESPONSIBILITIES:
Project Evaluation: Facilitate the work of Evaluation Team to evaluate SUCCESS Alliance project in six provinces. The evaluation will make use of some surveys, but mostly of field visits, project documents and reports, meetings with stakeholders, focus groups with beneficiaries, cooperatives leaders and members and discussions with project staff to gather data. The evaluation analysis and findings will help determine the level of progress the project has made towards its overall objectives, what successes have occurred, what difficulties have been encountered and whether, or to what extent, the problems have been overcome. To this end, the final evaluation will examine the role of the stakeholders and ascertain their opinions on the implementation activities.

Daily Project M&E: The MEC is responsible for the receipt, organization, and data entry of field based information and data into a monitoring and evaluation system for project management. The MEC is responsible for monitoring the receipt and managing of all required reports in a timely and complete fashion.
Specifically, the MEC role extends to the management, monitoring and implementation of the following activities:
- Monitoring and managing the timely and accurate collection of field based data;
- Managing the input of all field based data into the SA program’s data base;
- Updating and securing the program’s data base;
- Analysis of field based data to evaluate the program’s progress;
- Training of staff, partners and farmers on data collection, monitoring skills and reporting requirements;
- Spot checks of field based monitoring activities;
- Receipt of ‘End of Cycle’ and Quarterly Reports from sub recipients;
- Assist Chief of Party on preparing project monthly updates and quaterly reports

DUTY STATION:
Ho Chi Minh city, with frequent travel to project sites (Dak Lak, Lam Dong, Ben Tre and Tien Giang)

QUALIFICATIONS REQUIREMENT:
- University degree or master’s degree in related fields.
- At least 5 years experience in monitoring and evaluation agricultural development projects.
- Experience with foreign non-governmental organizations,
- Good report writing skills
- Written and spoken English skills at an advanced level.
- Excellent inter-personal and communication skills
