Location: Hanoi, Vietnam
Duration: 25 days over a period of 3 months

Background

The purpose of the USAID Improving Private Sector Competitiveness Activity (“Activity” or “IPS-C”) is to remove constraints and build the competitiveness of small and growing businesses (SGBs) in Vietnam, including those led by vulnerable populations. With this activity, USAID/Vietnam is supporting Vietnam’s competitiveness: vertically at the policy, market and firm level; and horizontally by working along the entire spectrum of enterprise growth models, from household businesses transforming into registered firms to small firms on the cusp of scaling up. The Activity is comprised of four inter-related objectives. Deloitte Consulting LLP (“Deloitte”) is implementing this Activity on behalf of USAID. The Agency for Enterprise Development of the Ministry of Planning and Investment is the Vietnam Government counterpart of IPS-C.

Position Objective

The Monitoring and Evaluation Consultant is a short-term position to assist in the development of a monitoring and evaluation Monitoring Manual, including specific definitions for performance indicators, development additional indicators and sub-indicators for the Agency of Economic Development and IPS-C project based on the approved Activity Monitoring-Evaluation-Learning Plan (AMELP).

The selected candidate for this short-term position will work with the USAID LEARN Project team and the MEL Manager of the IPSC to complete the tasks and deliverables.

Tasks

  • Consult with relevant partners and review IPS-C’s AMELP.
  • Participate in a training/workshop organized by USAID Learns to understand USAID regulations on AMELP, and Performance Indicator Monitoring, in particular.
  • Provide the following assistance to AED in developing the Monitoring Manual:
    • Develop specific definitions for selected performance indicator in the IPS-C AMELP to reflect the expectations of AED.
    • If required, assist AED to develop additional performance indicators or sub-indicators with specific definitions to reflect the expectations and management needs of AED.
    • Propose and document appropriate data collection and construction methods for each indicator and sub-indicator; include a data flow for each indicator).
    • Propose and develop appropriate qualitative monitoring methods to measure project activity impacts.
    • Propose and document roles and responsibilities for each project actor in operating/executing the Monitoring Manual.

Deliverables

  • Provide a detailed work plan with specific milestones for each task and deliverable.
  • Provide a draft Monitoring Manual for comment by AED, IPSC, and USAID Learns including a Performance Indicator Summary Table and a Performance Indicator Reference Sheet for each indicator developed.
  • Provide of a final Monitoring Manual that considers the comments of all stakeholders.
  • Prepare a suggested Monitoring Management Information System by which to implement the Monitoring manual.
  • Other duties as assigned during the performance of the tasks and deliverables as stated herein.

Minimum Qualifications

  • At least 5 (five) years of experience in developing project M&E plans and manuals.
  • At least 5 (five) years of experience in SME and enterprise development.
  • Highly adaptive, solutions-focused team player, with a demonstrated ability to understand and adapt new methods and new tools.
  • Customer service focus.
  • Ability to effectively coordinate with a wide variety of actors, including private and public agencies.
  • Systemic thinking ability.
  • Superior oral and written communication skills.
  • Fluency in written and spoken Vietnamese and English.

Preferred

  • Master’s degree or higher in social sciences, business management, information technologies, international development, or other related disciplines.
  • Experience developing USAID Activity MEL Plans or similar for donor-funded projects.
  • Experience in applying qualitative monitoring methods, i.e., Most Significant Change, Outcome Harvesting/Mapping, Impact Pathway, etc.

Time Frame

The expected date of completion for this assignment is within 3 months of the contract start date, which is expected to be on or about August 2, 2021.
