MIS Officer/Sponsorship Data Analysis

We are looking for a Vietnamese national for:

ROLE PURPOSE:

The Sponsorship Database Officer is a position with a unique combination of system, management, communication and liaison role. The officer will manage sponsorship database (ASISt) and be responsible for overseeing data collection in the field, performing data and photo quality assurance (QA); data entry; and data maintenance. The Officer will be the liaison with the SCUS headquarters ASISt focal point and also the country office IT team and the field staff as it relates to sponsorship data management.

KEY AREAS OF ACCOUNTABILITY:

1. Management of ASISt (Automated Sponsorship Information System) – 40%

  • Perform ASISt management/administration functions including client configuration in collaboration with the country office IT team and SCUS headquarter ASISt team as necessary (Software to input Child information base on SQL and Microsoft Access)
  • Perform daily SQL backup and store backup device securely and appropriately
  • Perform data entry, data update, correspondence management ensuring that sponsorship operational requirements are met
  • Analyze data, prepare various reports and provide input to sponsorship manager for data driven decisions
  • Prepare monthly management report (MMR) and other reports to assist sponsorship manager in the area of sponsorship operations
  • Process download changing information from Country Office database to US Office database and carry out subsequent processes within the given timeline
  • Create and submit upstream database to SCUS headquarters following the guidelines and maintaining the quality of data and photos
  • Maintain data integrity between SCUS headquarter ASISt, Hanoi ASISt, and Lao Cai office and partner organizations

2. Lead Data Collection campaigns – 30%

  • Lead in planning and execution of major data collection/update campaigns like New Enrollment campaign, Annual Family Update campaign, Mid-year Eligibility Check and PAL campaign
  • Implement electronic data collection for New Enrollment and Annual Family Updates (AFU) and train field staff on electronic data collection application
  • Train field staff/partner staff on requirements for data/photo collection ensuring the quality check at partner/field level
  • Ensure 100% data and photos collected are quality checked at the country office and are input/imported into ASISt within the specified timeline
  • Perform tracking and reporting of progress

3. Communication and coordination – 10%

  • Liaison with the SCUS headquarters ASISt team in performing upgrades, implementing changes and deployment of new/updated systems and tools
  • Liaison with SCUS headquarters for troubleshooting and resolving technical issues
  • Liaison with SCUS headquarters Child Information Management (CIM) team for maintaining data and photo quality and managing Child Information Management Plan (CIMP)
  • Coordinate with the field staff, partners and volunteers in managing day to day operation of sponsorship
  • Liaison with country office IT team for security management, database administration and other technical support

4. Capacity building and technical support – 20%

  • Provide technical support to field staff, local partners and volunteers
  • Train and build capacity of field staff, partners and volunteers on sponsorship operation, data collection, correspondence management, 30-day mailing collection, tracking and reporting of progress
  • Provide training to relevant staff on ASISt and develop a backup person for ASISt Database Officer position
  • Participate in sponsorship reviews, self-assessments and annual planning processes

QUALIFICATIONS

Essential

  • Advanced knowledge and skills in querying and reporting in Microsoft Access
  • Excellent skills in Microsoft Office application suite including Word, Excel, Access and PowerPoint; including advanced knowledge and skills in Microsoft Word mail merge
  • Solid understanding of Windows 10 operating system, Windows batch operation and ability to troubleshoot when necessary
  • Proven attention to detail and ability to effectively manage a high volume of data
  • Excellent ability to analyse information, evaluate options and to think and plan strategically
  • A flexible and initiative-taking attitude with the ability to manage an unpredictable workload
  • Excellent interpersonal, communication skills
  • Strong English and Vietnamese language skills – both verbal and written, including high capacity in written communications in both languages
  • Experience of problem solving
  • Good project management skills
  • Willing to travel to field (around 25%)

Desirable

  • Advanced knowledge and experience in SQL Server
  • Prior experience in database administration and report development
  • Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches
  • Knowledge of international humanitarian systems, institutions and donors
  • Ability and willingness to change work practices and hours in the event of major Sponsorship campaigns
