Millennium Development Goals (MDGs) Team Leader

The UK Department for International Development (DFID) has a programme in Vietnam of over US$100 million from 2011-2016. It works closely with the Government of Vietnam, other development partners, and the private sector to eradicate poverty. Given Vietnam’s rapid development, the UK is phasing out its aid and will conclude the MDGs programmes in Vietnam by the end of 2013 and will then focus on wealth creation, governance and climate change. We also cover the remaining Cambodia programme from Vietnam.

DFID Vietnam is looking to appoint an MDGs Team Leader who will lead on MDG issues for DFID in Vietnam and Cambodia until the closure of MDGs programmes in December 2013.

Main responsibilities:

- Team Leader of the MDGs team: Lead the MDGs pillar which includes projects in education, HIV/AIDS, rural roads and water/sanitation/hygiene. Supervise an Infrastructure Sector Manager and a Senior Programme Officer.

- Project lead for education programme in Vietnam: Be responsible for managing Vietnam’s largest primary education programme. It is a joint programme with the World Bank and Belgian Government. Be responsible for DFID’s inputs to the project and lead for DFID on policy dialogue with other donors and Government.
- Project lead for HIV prevention programme in Vietnam: Be responsible for managing a joint programme with the World Bank, focusing particularly on harm reduction among the highest-risk populations. The job holder will have oversight of the programme while WHO leads on providing technical and policy advice.

- Project lead for the health and HIV programmes in Cambodia: Responsibility for on-going projects in Cambodia was transferred to DFID Vietnam in 2011. Oversee DFID inputs to the two programmes which are managed on a day-to-day basis by AusAID and the World Bank (health) and USAID (HIV).

- Oversight of the infrastructure sector in Vietnam: This area is led by an Infrastructure Sector Manager, but the job holder will provide strategic policy oversight and read-across with the broader human development portfolio in the context of the MDGs.

QUALIFICATION, SKILLS AND EXPERIENCE

- A minimum of 5 years of relevant experience in a senior position in development project management, especially in human development (health or education), with some experience of other sectors.
- Knowledge of development-related issues such as Millennium Development Goals, aid effectiveness, and roles of different stakeholders such as governments, business, civil society, international development partners.
- Familiarity with Vietnam’s institutional landscape and policy processes would be a strong advantage.
- Fluency in spoken and written English and excellent communication skills including good writing/drafting skills in English.
