JOB DESCRIPTION/SCOPE OF WORK

TITLE: Logistics Officer

PROJECT: USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project in Vietnam

Background: The purpose of the USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive Health. In supporting USG-funded global health activities, the GHSC-PSM project will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

At the country level, the GHSC-PSM project supports country strategies and priorities that fall under the following three project objectives:

  • Global Commodity Procurement and Logistics
  • Systems Strengthening Technical Assistance
  • Global Collaboration to Improve Long-Term Availability of Health Commodities.

Objective:

The Logistics Officer will provide assistance in the logistics and supply management of HIV/AIDS commodities, provide technical assistant to the Government of Vietnam on procurement of antiretrovirals using domestic funds.

Principal Duties and Responsibilities (Essential Functions):

  • Assist with implementing full-cycle supply and logistics management of HIV/AIDS commodities for GHSC-PSM Vietnam’s operational needs. Duties may include:
  1. Coordinate with Technical Officers to finalize requisition orders (ROs)
  2. Submit ROs for processing in the GHSC-PSM system ARTMIS
  3. Coordinate with relevant stakeholders (including relevant Government of Vietnam (GOV) departments, donors, GHSC-PSM/ Global Supply Chain (GSC), PPMR-HIV/AIDS and Commodity Security team at HQ, and local warehousing and distribution contractor) to monitor order status, completethe procurement process and facilitate importation and customs clearance to get the products into the country, including obtaining importation permit and duty waivers.
  • Collaborate, support and monitor the performance of the local warehousing and distribution contractor in receiving, storage, transportation and distribution of 
  • HIV/AIDS commodities procured by the project; ensure the local contractor applies good storage and distribution practices.
  • Lead collaboration with government stakeholders, local contractor to conduct the regular physical inventory check and annual commodities destruction (if any).
  • Assist in developing and maintaining procurement & logistics related documentation;
  • Maintain procurement’s filing, inventory, and tracking systems;
  • Contribute to preparation of procurement and inventory reports and requests for approvals and/or waivers as needed;
  • Manage and provide data for relevant reports, including supervision reports, stock status reports, etc., as needed;
  • Provide ongoing supply chain data utilization and quality assurance efforts, including reviews of tools, standard operating procedures (SOPs), and manuals;
  • Support GVN in procurement ARV using domestic fund including National Target program and Social health Insurance fund
  • Maintain good knowledge and understanding of all office rules and procedures as set forth in the field office policy manual;
  • Produce and/or provide inputs on annual workplan, routine and ad-hoc reports requested by donor/s and the Home Office;
  • Contribute to the overall project goals as required to ensure project performance;
  • Maintain effective working relationship with donor, government partners and other stakeholders;
  • Carry out other duties, as requested.

Job Qualifications

  • Bachelor’s degree in a relevant field required; preferably in pharmacy, public health, or international logistics;
  • Previous experience in logistics and/or supply chain;
  • Experience working with USAID or other international donor-funded project is a plus;
  • Experience working with the Vietnamese Ministry of Health preferred;
  • Excellent interpersonal and communications skills;
  • Fluency in Vietnamese and advanced English required.

Location of Assignment

  • The location of assignment is Hanoi, Vietnam with intermittent travel throughout the country.

Supervision

  • The Logistics Officer will report directly to the Technical Director
