Local Short-term Expert for the Final Evaluation of an Infection Control Model

The Avian and Pandemic Influenza Initiative (APII) of the United States Agency for International Development (USAID), implemented by Abt Associates, is inviting local expert in working and supporting the international consultant to conduct the  implementation of the final evaluation of the project’s Infection control (IC) model. The anticipated timeframe for the work is around March, 2012.
USAID’s Avian and Pandemic Influenza Initiative (APII) is a three-year project implemented by Abt Associates Inc. (2009-2012).  The project aims to build the capacity of the Government of Vietnam (GVN) and its counterparts to identify, prevent, and control influenza outbreaks in both animal and human. The project leverages village, commune, district and provincial implementation experiences to provide evidence for planners and policy makers.
Infection control (IC) activities under the Human Health component have been implemented at district and commune levels in the provinces of Hung Yen, Ha Nam, Quang Tri, Can Tho and Kien Giang since the beginning of 2010 in 8 districts hospitals. The project is planning a final evaluation including cost effectiveness study of the infection control (IC) activities being implemented in 8 district hospitals in 5 focus provinces.

This scope is for a local consultant who will work closely with international consultant and APII technical team to generally help with collecting additional secondary data and verifying the information compiled by the facilities themselves, as well as supporting the international consultant in designing and implementing the evaluation.  Specifically, the work includes:
- Check data compiled by the district hospitals using the five standardized forms developed by APII’s subcontractor – Hanoi Society for Infection Control (HANSIC);
- Follow up with HANSIC and hospitals for any discrepancies and problems in the data;
- Collect additional secondary data as needed;
- Provide input into the design of the cost-effectiveness study;
- Advise the international expert on the indicators to be used in evaluating the effects of APII’s IC activities;
- Support the international expert to analyze collected data as needed; and
- Provide inputs into the report and presentation drafted by the international expert as needed.

Consultant Qualifications
- Medical and  epidemiological background with a good knowledge of the hospital system in Vietnam, in particular the clinical and management aspects;
- Familiarity and experience with theories of, cost-effectiveness evaluation, and quantitative data management and analysis.
