Local consultant on VEN/ABC analysis

Chemonics International seeks a Local consultant on VEN/ABC analysis (based in Hanoi, Vietnam) to support Global Health Supply Chain Program - Procurement and Supply Management (GHSC-PSM) project.

Project Overview:  The purpose of the Global Health Supply Chain– Procurement and Supply Management (GHSC-PSM) project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and USAID’s family planning and reproductive health program, and the Office of Maternal and Child Health and Nutrition. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:

  • Global Commodity Procurement and Logistics
  • Systems Strengthening Technical Assistance
  • Global Collaboration to Improve Long-Term Availability of Health Commodities.

Background and Justification:

Statistics show that pharmaceutical drug spending in Vietnam still accounts for a relatively large proportion of total health expenditures. The share of drug spending in total health care expenditures in general and in health insurance is higher than countries with similar socio-economic conditions. In the approved FY2019 workplan, to support building capacity for the VSS staff on VEN/ABC analysis and assessing social health insurance drug use (SHI) and management including ARVs in hospitals, the GHSC-PSM project will seek a local expert on VEN/ABC analysis. These efforts will thereby contribute to promoting the safe and rational use of SHI drugs and improving the cost of medicines.

Purpose and Scope of work:

The Consultant will provide technical support to the North Region Center for Health Insurance Verification and Multi-Payment - Vietnam Social Insurance (VSS) to:

  • Describe the necessary data input requirements perform VEN/ABC analysis;
  • Describe the principles for VEN/ABC analysis and assessment including procedures and methods;
  • Perform VEN/ABC analysis and assessment on the real drug use data from some hospitals;
  • Generate results/report on rational drug use and management of these hospitals and present/submit to the Northern Region Center for health insurance verification and multi-line payment/VSS;
  • Collaborate with IT professionals conduct training for VSS staff after incorporating the VEN/ABC analysis tool into the current VSS’s software.

Qualifications:

  • Bachelor’s degree in a pharmacy or health science;
  • Minimum five to seven years’ experience on supply chain management including use of VEN/ABC analysis;
  • Experience working with the Vietnamese Ministry of Health, VSS preferred;
  • Experience working with USAID or other donor-funded projects is a plus;
  • Excellent interpersonal and communications skills;
  • Fluency in Vietnamese and advanced English required.

Estimated Level of Effort:

Up to a maximum of 240 billable hours (30days) incurred within the timeframe stipulated below, no more than 8 of which may be billed on any given day. Additionally, the consultant may work a maximum of six day per work week, unless approved by the project in wring and in advance of the fact.

Location of Assignment

This assignment is expected to take place in Ha Noi.

Supervision

The local consultant will report to GHSC-PSM Health System Strengthening Manager in Viet Nam.
