TITLE: Local consultant on Social Health Insurance ARV Quantification

Chemonics International seeks a Local consultant on Social Health Insurance ARV Quantification (based in Hanoi, Vietnam) to support Global Health Supply Chain Program - Procurement and Supply Management (GHSC-PSM) project.

Project Overview:  The purpose of the Global Health Supply Chain– Procurement and Supply Management (GHSC-PSM) project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and USAID’s family planning and reproductive health program, and the Office of Maternal and Child Health and Nutrition. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:

  • Global Commodity Procurement and Logistics
  • Systems Strengthening Technical Assistance
  • Global Collaboration to Improve Long-Term Availability of Health Commodities.

Background and Justification:

In Vietnam, antiretroviral (ARV) medicines for the HIV/AIDS program are supplied by three different sources: The Targeted Health - Population Program, PEPFAR, and Global Fund. With the reduction of financial support from PEPFAR and Global Fund donors, the Social Health Insurance (SHI) Fund will become the most important funding source to ensure a sustainable and uninterrupted supply of ARV medicines to patients.

With GHSC-PSM’s assistance, the Ministry of Health has successfully procured the first ARV drugs under Social Health Insurance Fund for 2019. The procured SHI ARVs are expected to be available to health facilities beginning in January 2019. According to the Ministry of Health Circular No. 28/2017/TT-BYT and revised circular No. 08/2018/TT-BYT, Vietnam Administration for AIDS Control (VAAC) is responsible for providing guidance to provincial AIDS authorities to develop provincial demand plans as well as to report on ARV drug use and re-allocation as regulated. To support and facilitate the government of Vietnam in the ARV quantification and supply management processes, the GHSC-PSM project in the approved FY 2019 plan will seek a short-term local consultant to provide technical support in the development of a supply plan for ARV from SHI for 2020.

Purpose and Scope of work:

The local consultant shall work closely with GHSC-PSM and government stakeholders including VAAC and provincial HIV/AIDS authorities to:

  1. Support the selection of an appropriate ARV quantification methodology, including the provision of general technical guidance, development of the quantification excel based tools for health facilities, and the creation of a tool to  consolidate SHI ARV demand at the provincial level and centrals levels that will meet the requirements of  Circular 11/2016/TT-BYT dated May 11, 2016; Circular 28/2017/TT-BYT dated June 28, 2017; and Circular 08/2018/TT-BYT dated April 18, 2018;
  2. Support the development of training materials and delivery of training at training of trainers (ToT) workshop for SHI quantification at the peripheral level;
  3. Review and provide feedback on the ARV demand submitted from the peripheral levels and support the consolidation into the final demand;
  4. Support the preparation of documents and materials for consensus meetings and reports to MoH, VSS, PEPFAR, and USAID.

-Work directly with the GHSC-PSM project and government stakeholders to determine the quantification method, including providing general technical guidance. Develop and sharing quantification tools for health facilities, developing a consolidation tool to aggregate ARV demand at provincial and central level based on the requirements of Circular 11/2016/TT-BYT, Circular 28/2017/TT-BYT, Circular 08/2018/TT-BYT, and guidance from government stakeholders.

-Data input for this task will be provided and supported by government stakeholders and Chemonics/GHSC-PSM, where appropriate.

-The quantification methodology will need to be approved by authorized bodies for implementation at provinces and health facilities for SHI ARVs supply plan for 2020.

Deliverable 2

-Develop training materials for the ToT trainings for peripheral level.

-Facilitate and otherwise support the ToT trainings, upon request, for sessions related to forecasting methodology, formulation used, data collection and analysis.

Deliverable 3

-Support government stakeholders to collect, review, provide feedback and consolidate data from the peripheral level and facilities for the development of the 2020 SHI-ARV national supply plan.

-With assistance from GHSC-PSM field office team, prepare materials for the consensus meeting and report on quantification methodology, including a discussion of possible risks and risk management, to be presented to MoH, VSS, PEPFAR, USAID, and other relevant stakeholders.

Qualifications:

  • Bachelor’s degree in a pharmacy or health science;
  • Minimum three to five years’ experience on ARV drug quantification;
  • Experience working with the Vietnamese Ministry of Health;
  • Experience working with USAID or other donor-funded projects is a plus;
  • Excellent interpersonal and communications skills;
  • Fluency in Vietnamese and basic English required.

Estimated Level of Effort

Up to a maximum of 320 billable hours (40days) incurred within the timeframe stipulated above, no more than 8 of which may be billed on any given day. Additionally, the consultant may work a maximum of six day per work week, unless approved by the project in wring and in advance of the fact.

Location of Assignment

This assignment is expected to take place in Ha Noi.

Supervision

The local consultant will report to GHSC-PSM Health System Strengthening Manager in Viet Nam.
