Local Consultant for Medicine Supply Management in Pre-exposure Prophylaxis Treatment

Chemonics International seeks a Local Consultant for Medicine Supply Management in Pre-exposure Prophylaxis Treatment (based in Hanoi, Vietnam) to support Global Health Supply Chain Program - Procurement and Supply Management (GHSC-PSM) project.

Project Overview: The purpose of the Global Health Supply Chain– Procurement and Supply Management (GHSC-PSM) project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and USAID’s family planning and reproductive health program, and the Office of Maternal and Child Health and Nutrition. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:

  • Global Commodity Procurement and Logistics
  • Systems Strengthening Technical Assistance
  • Global Collaboration to Improve Long-Term Availability of Health Commodities.

In Vietnam, GHSC-PSM performs work under the IDIQ contract Task Order 1 (PEPFAR).

Background and Justification:

The percentage of HIV/AIDS infected patients among men who have sex with men (MSM) group and the transgender group (TG) is increasing, especially in certain provinces/ cities. Thus, there is a need of having a new prophylaxis method other than the conventional ones like condom and syringe. The World Health Organization has given a recommendation on providing Pre-exposure prophylaxis (PrEP) treatment by antiretroviral medicine (ARV) to the groups of people that are at high risk of HIV/AIDS infections such as MSM, TG, injectable drug users, female sex workers, and sero-discordant couples. According to the Ministry of Health Circular No. 6492/Q?-BYT dated on October 26th, 2018, Viet Nam Administration for AIDS Control (VAAC) is responsible for managing ARV medicine supply for PrEP treatment supported by U.S. President's Emergency Plan for AIDS Relief (PEPFAR). To assist VAAC with development of guidelines and training materials for PrEP ARV management at the peripheral level, the GHSC-PSM project will seek a Medicine Supply Management Local Consultant for Pre-exposure Prophylaxis Treatment.

Purpose and Scope of work:

The local consultant will provide technical support to VAAC to:

Activity 1: Development of guideline on PrEP ARV supply management.

  • Carry out field trips to evaluate the status of health facilities that are providing PrEP service and collect information for development of PrEP ARV supply management guideline.
  • Draft the guideline on supply management of ARV medicine for PrEP. The guideline should include criteria for health facilities to receive PrEP ARVs, as well as the necessary template and process to manage, report and make requisition for medicine supply at the peripheral level. This draft guideline should align with the National Guideline on making requisition, distribution, reallocation and management for HIV/AIDS medicine, and other related regulations.
  • Participate in a series of technical meetings led by the VAAC to present the technical documents/draft guideline and to collect comments and feedback from related VAAC departments, VAAC leaders and other stakeholders.
  • Finalize the guideline based on comments collected and submit for approval

Deliverable 1: Guideline on ARV on PrEP ARV supply management approved by the VAAC.

Deadline: January 30, 2019.

Activity 2: Develop training material based on the approved guideline. This training material would help the VAAC to train staff at peripheral level to fully understand the supply management process of PrEP ARV and be able to complete all required reports and templates in a timely manner with high quality.

Deliverable 2: Training material for training/ workshop to peripheral level approved by the Treatment Department of the VAAC.

Deadline: February 28, 2019

Estimated Level of Effort:

Up to a maximum of 280 billable hours (35days) incurred within the timeframe stipulated below, no more than 8 of which may be billed on any given day. Additionally, the consultant may work a maximum of six day per work week, unless approved by the project in wring and in advance of the fact.

Reporting:

The Consultant shall report to the GHSC-PSM Vietnam Technical Director

Location of Assignment

This assignment is expected to take place in Ha Noi.
