Scope of work for Local Consultant – Architect
Subject: Production of technical drawings, proposals and BQs for poultry supply chain node upgrades; construction supervision
Sites: Quang Tri, Can Tho, Kien Giang, Ha Nam
Duration: October 2011 – June 2012 (up to 30 days in total)   

1.Background
During Year 2 of the project, the consultant prepared conceptual drawings and support to technical proposals for improved poultry sections in Dong Ha Central Market, (Quang Tri) and upgrades of parts of centralized slaughterhouses (Ngoc Xuan – Can Tho; Phu Nong – Kien Giang) for establishment of supply chain node demonstration and training units. This work was conducted in close consultation with local private and public partners.
In Year 3 the project will:
- Finalize the upgrade of the poultry sections in Dong Ha Market and launch this demonstration model;
- Initiate and finalize upgrades of Ngoc Xuan and Phu Nong centralized slaughterhouses (subject to USAID approval) and launch these demonstration sites;
- Initiate and finalize upgrades of small poultry slaughter units around Dong Ha market and launch these demonstration sites (subject to USAID approval);
- Initiate and finalize the upgrade of the poultry sections of a district market in Ha Nam and launch this demonstration site (subject to USAID approval).

2.Activities
The consultant will help prepare technical drawings, proposals, and Bills of Quantities (BQs) for the various supply chain node upgrades, and check/guide the actual construction work. The consultant will work in close consultation with the APII team, other consultants, public and private partners to:
- Prepare and review technical drawings, technical proposals, BQs, and cost estimates for approved upgrades. This includes multiple field visits to sites identified by the relevant authorities and public-private stakeholders and discussions with all parties on the technical feasibility of the proposed upgrades for demonstration purposes;
- Produce complete/final sets of detailed technical drawings with BQs on material and labor inputs ready for tender/bidding processes on the construction of demonstration model facilities;

3.Meetings
- APII staffs, other APII consultant (national and international), and subcontractors.
- Local authorities and public-private partners at demo sites.
- Owners/joint investors.
- Development partners (e.g. FAO, VAHIP, LIFSAP, Asvelis, etc.).
- Briefings and debriefings with USAID as requested.

4.Deliverables
- Complete sets of technical drawings and proposals (draft and final) with BQs and cost estimates.
- Monthly Timesheets.
- Reports from field/site visits to monitor and guide actual construction.
