The NDC Transport Initiative for Asia (NDC TIA) is a joint project of seven organisations and will engage in China, India and Vietnam. NDC TIA aims at promoting a comprehensive approach on decarbonising transport system through coherent policies and strategies, coordinated among ministries, civil society organisations and the private sector. In Vietnam, the goals of the project are to support the Vietnamese partners on national and city level on enhancing transport mitigation ambition in its 2050 vision and NDC and improving the policy framework for low-carbon transport. This includes establishing a transparency system for the transport sector, and the development of more ambitious climate targets for the integration into Vietnam’s 2025 NDC.

Furthermore, the project supports one pilot city to formulate mitigation strategies (e.g. electromobility pilot). The political partner in Vietnam is the Ministry of Transport (MOT), represented through its Department of Environment (MOT/DOE).

For the NDC-TIA project we are looking for local professional to fulfill the following position:

Junior Project Officer “NDC-TIA”
Duty station: Hanoi, Vietnam with possibility to traveling in-country and abroad
Duration of Assignment: ASAP until December 2023

Main responsibilities

  • Support to seek documents relating to transport and other activities related to transport & climate change;
  • Support to prepare Terms of Reference and steer international and national consultants who will partially contribute to the programme’s objectives.
  • Support to implement trainings and capacity development measures of partner institutions and personnel;
  • Support to prepare materials related to transport in relevant media, events and platforms (e.g. publications, digital platforms, round tables, conferences, other);
  • Support to develop concepts and organises technical meetings, workshops and conferences;
  • Supports the monitoring and evaluation of the project’s activities, prepare reports and presentation material;

Minimum requirements

  • Master degree in natural resource management, environmental sciences, environmental engineering or other related academic subject;
  • Having experiences in software analysis working with programming language (R or Python...) is preferred;
  • Having experiences in graphic design software (Adobe Illustrator and/or other Adobe software);
  • Minimum 2 years of professional experience;
  • Working experience in development cooperation and/ or in the Vietnamese public sector would be an advantage;
  • Excellent communication and strong interpersonal skills;
  • High level of oral and writing skills in English;
  • Good working knowledge of telecommunication systems (phone, fax, e-mail, internet), computer applications (e.g. MS-Office);
  • Service orientation and proactive working style;
  • Team work ability, dynamic, self-motivated character and interest in development work.
