Junior advisor (National position, based in Ha Noi) - (Employment contract)

The “Enhancing Opportunities for Women’s Enterprises” (EOWE) is 5 year programme being implemented by The Netherlands Development Organisation SNV in Kenya and Vietnam. The Programme is part of the Funding Leadership Opportunities for Women (FLOW) programme funded by the Netherlands Ministry of Foreign Affairs, Social Development Department (DSO).

FLOW/EOWE will be implemented in collaboration with local partners in 4 central provinces of Vietnam: Quang Binh, Binh Dinh, Ninh Thuan and Binh Thuan, and selected Arid and Semi-Arid Counties in Kenya, leveraging on existing projects and relationships to ensure more benefits for women.

The programme aims at advancing women’s economic participation and self-reliance in Kenya and Vietnam by creating a conducive environment for female entrepreneurship as a vehicle for change. It shall enhance implementation of gender sensitive policies while tackling socio-economic barriers at local levels to improve the enabling environment for Women’s Economic Empowerment (WEE) in trade.

In addition, it will support women to enter business, as well as those already in businesses, to increase their profitability and viability so as to address inequalities in the economic arena. FLOW/EOWE will build the capacity of local actors to be central pillars of this change.

SNV Netherlands Development Organization has been working in Vietnam since 1995. Using market based approaches and balancing benefit for gender equality promotion, SNV is committed to reducing poverty by catalyzing environmentally sustainable solutions for the poor in agriculture, energy, water & sanitation, and REDD+. The Vietnam FLOW/EOWE sub-project is inheriting the successful climate smart and gender inclusive agriculture project of SNV Vietnam (Sowing Seeds of Change project) funded by the Australian Government. The sub-project focuses specifically on the national enabling environment for women’s economic empowerment, especially in agribusiness, increasing access to agribusiness models, assets, technology, markets, and information and on promoting women leadership in cooperatives. The project also promotes a network of the Women’s Union, agriculture sector, Cooperative Union, Vietnam Chamber of Commerce and Industry (VCCI) and local government for technical support and policy influencing. The sub-project will directly intervene at the province level, as well as undertaken national-level activities in policy influencing and setting up a women’s economic platform and gender network.

We are seeking committed national professional with an affinity for gender and women economic empowerment to join and contribute technical services to Vietnam FLOW/EOWE programme as Junior advisor.

Responsibilities:

Transformation

  • Supporting Gender Advisor in development and implementation of the gender intervention plan. Responsible for provision of daily support and follow-up the planned activities in the gender transformation component, including the follow up of KAP survey/development of Behaviour change communication plan. 
  • Under guidance of gender advisor, serving as a focal point to support local partners, i.e. Women’s Union, People’s Committees, cooperatives, to organize the gender equitable norm promotion events, campaigns, workshops, meetings and dissemination activities.
  • Recommending initiatives in mobilization of public interest on the topics (i.e. media) and together with Marketing and Communications Officer plan and implement the ideas.
  • Supporting field translation for project expatriate staff and international stakeholders.
  • Supporting Knowledge Management Specialist and Marketing and Communications Officer on developing, producing an uploading/disseminating project publications to public audience and local stakeholders.
  • Serving as back up for Gender Specialist. Providing assistance to Climate Change Working Group as part of SNV’s commitment to be a core member and chair of the Gender thematic group, and support coordination with NGO partners in gender joint voicing programme.

Business

  • Supporting Business Advisor and project team to complete and implementation of the Business intervention framework
  • Responsible for provision of daily support and follow-up to small agriculture business, households’ livelihoods, community women’s economic empowerment initiatives etc.
  • Under guidance of Field Coordinator, supporting local partners, i.e. Women’s Union, Cooperative Union etc. to provide their practical guidance in business plan development, financial literary, cost benefit analysis etc. to beneficiaries.
  • Supporting organising business training, exchange, documentation of business models/initiatives.
  • Identifying and recommending case studies on business intervention for follow-up and consolidation.
  • Support technical analysis in value chain, supply chain, consolidation of business data and research for project development.

Advocacy/networking and general project management tasks

  • Support NPM in advocacy/networking activities within CC/Gender programme in general and FLOW/EOWE project (majority) and WEAVE in particular.
  • Data gathering/analysis activities.
  • Support development and dissemination of Knowledge products and business materials to local beneficiaries.
  • Development and managing project profile.
  • Supporting translation and field interpretation (for project expatriate staff and international stakeholders).
  • Developing and growing professionally with SNV’s Gender/Women’s Economics Empowerment programme for future assignments in this area.
  • Other tasks as recommended by NPM.

General Qualifications:

  • Bachelor’s degree in Economics, Business Management, Finance/Logistics, Development or related field. A master degree in Business, economics or development is desirable
  • Fluent both in English and Vietnamese
  • At least two years’ experience in business sector and/or NGO
  • High commitment and clear vision for developing a career path in the NGO sector, and specifically in  women’s economic empowerment, as well as working with community and vulnerable groups
  • Computer literacy, including MS Access database, MS Excel, MS Project 2010, MS Outlook, MS Word and other Microsoft Office programs
  • Results oriented
  • Team player
  • Analytical skills

Type of Contract: Employment contract. One year contract, with the possibility of an extension.

Desired start date:  Start date is estimated for 15th August 2016.
