The Organization

The International Center for Tropical Agriculture (www.ciat.cgiar.org) works to increase prosperity and improve human nutrition in the tropics through research-based solutions in agriculture and the environment. CIAT is a member of the CGIAR Consortium (www.cgiar.org), a global partnership that unites organizations engaged in research for a food secure future. Headquartered near Cali, Colombia, CIAT has regional offices in Vietnam (Asia) and Kenya (Africa), with staff posted in other developing countries as well. To meet growing demands for research-for-development solutions at a greater scale and under rapidly changing global challenges, CIAT has established an alliance with another CGIAR Center, Bioversity International.

The Position

The position supports IT functions in CIAT’s Asia regional office, backstopped by the global team in headquarters and other regions. As a member of CIAT’s Asia team, he/she works closely with other regional administrative support (RAS) staff. The position reports to the Regional Finance & Administration Coordinator at the Hanoi regional office and the Global IT Coordinator at the HQ office.

Key Responsibilities

1. Work plan Development and Implementation

  • Develop, monitor, review and update IT work plan with Global IT Coordinator to ensure that the organization attains its objectives as cost-effectively and efficiently as possible;
  • Analyze, design, implement, maintain and monitor technological solutions according to the institution’s requirements and new technology, considering availability, backup systems, security, and information, in accordance with international standards of data networks and communications as well as good practices designed by the Consortium.

2. System, Policies and Procedures Management

  • Provide input of the development, review, and update of all necessary IT systems, policies and procedures to the Global IT coordinator in HQ;
  • Work as custodian of IT systems, policies and procedures at the regional/country level to ensure that they are followed by managers and staffs;
  • Administer the LAN network, email system, software, and hardware installation, backup systems, which meets the needs of the organization and upgrades when required; and
  • Develop and manage the maintenance schedule for all IT and communications equipment and systems at CIAT Asia and at the project sites to ensure that they continue to operate at optimum levels, and maintain all necessary records of maintenance work carried out.

3. People Management

  • Provide staff orientation/training/mentoring to help them understand the IT systems, policies and procedures of the organization including the use of virtual workspaces such as the research and administrative collaboration sites created in SharePoint as well as the correct use of all Office365 applications, and to ensure the most effective use of computer systems;
  • Provide inputs to the identification of IT capacity strengthening needs of staff and conducts orientation/training/mentoring to ensure the most effective use of IT tools and services.

4. Issue Resolutions, Crisis/Risk Management

  • Provide organization-wide source of IT expertise and help-desk support to help resolve any hardware and software problems, including the Agresso ERP system for the Asian regional stations, following the IT unit’s standards and regulations, and to respond to comments and complaints;
  • Identify and recommend to the Global IT Coordinator in HQ any changes in IT that might be required to improve organization performance; and
  • Offer technical advice in negotiating contracts for and delivery of services and products by external providers.

5. Perform other related duties as required and assigned.

Required Qualifications

  • Bachelor’s degree in computer science/information technology or equivalent;
  • 03 year of experience in IT field;
  • Demonstrated capacity to perform in a team-based, culturally diverse and international work setting;
  • Excellent level of professional English proficiency, both in writing and speaking;
  • Operational skills in using Microsoft Office suite and other IT applications/systems;
  • Be able to work with minimal supervision while demonstrating initiative and resourcefulness; and
  • Flexibility and adaptability to work under tight deadlines and extended periods.

Terms of Employment

The position is under the Regional Recruited Staff (RRS) category and limited to applicants with Vietnamese nationality. Contracts are issued and renewed annually, based on performance and availability of resources.
