IT Officer - Asia Regional Office

The International Center for Tropical Agriculture (CIAT) works to reduce hunger and poverty, and improve human nutrition in the tropics through research aimed at increasing the eco-efficiency of agriculture. CIAT is a member of the CGIAR Consortium (www.cgiar.org), a global research partnership working many partners for a food secure future.

CIAT Asia is looking for an IT Officer to support the information technology services of the CIAT Asia Office in Hanoi. The position reports to the Head of IT at CIAT Headquarters and the Asia Regional Administrative Coordinator. This is a nationally recruited position in Vietnam, and will be based at CIAT Asia Regional Office in Hanoi.

Key Responsibilities

A. Workplan Development and Implementation

  • Develops, monitors, reviews and updates IT workplan to ensure that the organization attains its objectives as cost-effectively and efficiently as possible
  • Maintain an awareness of new developments in information technology and ensure that the organization makes the best use of any such developments

B. System, Policies and Procedures Management

  • Provides inputs to the development, review and update of all necessary IT systems, policies and procedures
  • Works as custodian of IT systems, policies and procedures at regional/country level to ensure that they are followed by managers and staff
  • Administers the LAN network, email system, software and hardware installation, backup server, which meets the needs of the organization and upgrades when required
  • Manages the technical set-up of the regional office’s intranet to provide an accurate and immediate source of information to all staff
  • Develops and manages the maintenance schedule for all IT and communications equipment and systems at CIAT Asia and at the project sites to ensure that these continue to operate at optimum levels and maintains all necessary records of maintenance work carried out

C. People Management

  • Provides staff orientation/ training/mentoring to help them understand the IT systems, policies and procedures of the organization and to ensure the most effective use of computer systems
  • Provides inputs to the identification of IT capacity strengthening needs of staff and conducts orientation/training/mentoring to ensure the most effective use of IT tools and services

D. Issue Resolutions, Crisis/Risk Management

  • Provides organization-wide source of IT expertise and help-desk support to help them resolve any hardware and software problems, and to respond to comments and complaints
  • Develops and implements a record keeping and information service and ensures that all necessary safeguards are in place to maintain data security
  • Identifies and recommends to the Regional Administrative Coordinator any changes in IT that might be required to improve organization performance
  • Offers technical advice in negotiating contracts for and delivery of services and products by external providers

E. Other Technical Specifics

Requirements

  • Minimum of Bachelor’s degree in Information Technology, Computer Science or related fields, together with any relevant short-term trainings Up-to-date knowledge of IT systems, protocols, hardware and software required to run and protect the email system, internet service, communications and financial systems Knowledge of Windows Server technology, MS Office, Google Apps system and other email systems.
  • At least 3 years of practical experience in LAN network administration.
  • Experience in developing, implementing and monitoring of the IT action plan, preferably in the context of an international organization.
  • Fluency in written and spoken English

Terms of employment

The initial contract will be for one (1) year, subject to a probation period of three (3) months, and is renewable depending on performance and availability of resources. CIAT is an equal opportunity employer.
