I.BACKGROUND

Since August 2011, The Intergenerational Deaf Education Outreach Project has been implemented by World Concern Development Organization in cooperation with the Ministry of Education and Training (MOET) in the four provinces of Hanoi, Thai Nguyen, Hue and Ho Chi Minh City. The overall objectives of the project is to assist young deaf children to integrate into mainstream society, by piloting an innovative joint family and institution-based delivery system comprising screening, family support, and preschool services. This project is set to run until August 2015.

The project has three main components of intervention:
(1) Demonstrating (joint family-institution pre-school education for deaf children, and essential knowledge base)
(2) Developing professional human resources for pre-school deaf education
(3) Building capacity and partnerships for the deaf communities and raising awareness for the general public

Component (2), Developing Professional Human Resources for Pre-school Deaf Education, aims to prepare deaf adults to become family educators, hearing signing people to facilitate communication between hearing and deaf people in family and school settings, and hearing teachers of deaf children to assess and accommodate the students’ language needs so that together they can provide effective preschool services for deaf children and their families. The objective of this component is to form Family Support Teams (FST) wherein each member is able to effectively contribute their knowledge and methods toward a collaborative working partnership in service of child, family, and school. The training logic of this component therefore aims to create interdependencies between FST trainees through all of the formal training and related activities. This component will support the early deaf child education demonstration model of the project.

II.OBJECTIVES OF THE ASSIGNMENT

The Communication Facilitator/Interpreter (CF/I) International Trainer in Educational Settings-Vietnamese & Vietnamese Sign Language will work closely with national experts to provide basic knowledge and skills related to family communication practices and translation in family and school settings necessary for professional interpreting activities for hearing signers in Vietnam.

The training program will consist of four two-week training courses, including site visit, post follow up and curriculum development and finalization.

III. SCOPE OF SERVICE

- Under this assignment, the trainer will:
- Provide written guidance to the project national consultants and MOET in identifying 25-30 potential trainees for Communication Facilitator/Interpreter training (CF/I training), and in identifying needs and resources for the development of the training programs and training materials;
- Develop curriculum and training materials/protocol for CF/I training;
- Prepare/design agenda for the CF/I training courses;
- Lead four training courses in communication facilitation and fundamentals of interpretation in theory, methods and ethics related to family communication practices and translation in family and school settings. The CF/I training courses may be provided  in coordination with the training for the deaf educators to maximize the collaboration in time and content in order to help the CF/I understand the core concepts and terminology which are relevant to such areas as child development, language acquisition, family communication methods, and other important areas in sign language communication and interpretation;
- Conduct video-conferencing and electronic communication with CF/I trainees between each training session to answer questions and enhance skill development;
- Evaluate the efficacy of the curriculum used in the training courses using first-hand observation, interviews, focus groups, and written feedback by participants;
- Assist in revising the curriculum including preliminary steps to adapt the training courses in the context of Vietnam education and its neighboring countries;
- Provide reports on all the training activities conducted under this TOR.

IV. EXPECTED OUTPUTS

- Written guidance provided to the project consultants and MOET on selection/screening of trainees (hearing signers) and organizing training activities;
- Agenda, training forms and evaluation sheet developed and prepared as needed for the training courses;
- Material and curriculum for CF/I trainings before delivering trainings;
- 25-30 hearing signers trained and capable to provide effective communication support in sign language interpretation and work well with  Family Support Team (FST) to provide educational service for deaf children at their local sites;
- Communication, including video conference, with all trainees after each training session;
- Training record/report provided after each training course 
- An overall report in detailing the trainee’s observations, challenges, issues, lessons and recommendations for the project to follow through after completion of the trainings.

V.PERIOD OF PERFORMANCE & EXPECTED TIMELINES

It is expected that the International Trainer will work in split missions with time and payment to be negotiated based on qualification and experience.

The training will be divided into 4 progressive levels to cover the whole curriculum; each level/session will be up to 12 days;

The total estimated number of working days shall not exceed 106 days (24 days/course x 4 courses. Each course would be 12 days for training session, 8 days for curriculum development, 2 days for post follow up and site visit, 2 days for report).

The 12 days per course was based on the design of 325 session/certification training program of MOET.  

The training outlines need to be developed by the trainer and submit to the Professional Human Resource Consultant and consult with the Educational Specialist from MOET for review and approval.

VI.QUALIFICATION AND COMPETENCIES

- A post-graduate university degree in Deaf Studies, Education, Social Sciences or a related discipline, with expertise in Deaf education (preferably early child education), and area specialty in Vietnam and/or the region;
- Substantial international experience in deaf education, preferably in developing countries;
- Substantial international involvement with deaf communities, preferably in developing countries;
- An understanding of natural sign language modalities and fluency in one or more natural sign languages especially a Vietnamese or historically related sign language (e.g. a Thai/Lao sign language, French sign language, American sign language);
- Demonstrated expertise and ongoing professional experience as a practicing CF/I;
- Demonstrated capacity to organize and manage community-based consultation processes (e.g. workshops, focus groups, town-hall meetings, et cetera);
- Demonstrated capacity to work effectively in a team, manage a range of tasks, work pro-actively and with diligence, and to manage resources effectively while meeting deadlines;
- Excellent report writing skills in English; and
- Strong computer skills in word processing and communication.

Estimated budget: All cost will be based on the actual payment and not exceed project approved cost norm.
The project will cover all cost of meal, hotel and transportation
